WHEREAS, the Board of Commissioners of Gibson County, Indiana
("Commissioners'� is the executive and legislative body for Gibson County;

WHEREAS, 210 IAC 3-1-12 provides for the Gibson County Jail to maintain
a full service kitchen to prepare and serve meals to inmates housed in the
Gibson County Jail in a manner that is compliant with all local and state health
standards.
NOW, THEREFORE, BE IT ORDAINED by the Gibson County Commissioners as
follows:
Section 1. Pursuant to the provisions of I.C. 3-8-10-7, the Gibson
Counry Jail provides meals to inmates at a cost to the
County of $2.00 or less for each meal.
A. The Gibson County Jail feeds between 100-200
inmates three times a day seven days a week,
including weekends and holidays.
B. The Gibson County Jail must maintain full control over
the jail, housing 100-200 inmates at all times,
including weekends and holidays.
C. In order to maintain the security of the jail and
dispatch center it is impossible for all employees to be
able to take a 30 minute lunch breaks, as is provided
for in the Gibson County Employee Handbook.
D. By virtue of cooking for a large number of inmates
per day, there are regularly small amounts of
"leftovers" that are presently being discarded.
WHEREAS, the citizens of Gibson County, Indiana, will benefit by the
establishment of an "Gibson County Jail Employee Meal Fee" reimbursement
program; and
WHEREAS, the "Gibson County Jail Employee Meal Fee" will help defray the costs
of ineals for prisoners in Gibson County, Indiana by providing meals to

employees who are assigned to work in the Gibson County Jail and Dispatch
Center, at a cost of $2.00 each.

WHEREAS, the Council has the authority under the Indiana Code, including, but
not limited to, the Indiana Home Rule Act I.C. §36-1-3-1, et. seq., to establish
and authorize the "Gibson County Jail Employee Meal Fee".
NOW, THEREFORE, it is ordained by the Gibson County Commissioners of Gibson
County, Indiana, that:
Section i. The Sheriff is hereby authorized to charge a fee of Two
& no/100 ($2.00) Dollars per meal for an employee to be
provided a meal while on duty at the Gibson County Jail.
The "Gibson County Jail Employee Meal Fee" shall be
collected prior to receiving meais, and shall be deposited
monthly into the County General Fund.
Section 2. The "Gibson Counry Jail Employee Meal Fee" shall be
payable by the employee prior to receiving meals. There
shall be no charges incurred or credit given to employees for
meals.
Section 3. The Gibson County Sheriff shall provide for a complete and
� accurate accounting of all "Gibson County Jail Employee
Meal Fee" proceeds and compliance with any reporting or
recording requirements as set forth by the Indiana State
Board of Accounts.
