ORDINANCE AUTHORIZING ELECTRONIC TRAi\'SM[SSION OF STATE�IENTS .�YD OTHER
INF'ORD'LITION FOR PROPERTY TAXES AND SPECIAL ASSESSDIENTS
R'HEREAS, IC 6-1.1-22-8.1 permits a counry legislative body to adopt an ordinance to authorize the
electronic transmission of statements and other information for proper[}• taties and special assessments first due
and pa}•able after 2009.
�VHEREAS; IC 6-1.1-22-8.1 pertnits; upon the adop[ion of an authorizing ordinance by the county
legislative body, a person to direct the county treasurer and county auditor to transmit the followin¢ to the
person by electronic maiL (1) a statement that ���ould othenvise be sen[ by the county treasurer to the person by
regular mail under IC 6-1.1-22-8.1(a)(1), including a statement that reflects installment payment due dates
under IC 6-1.1-22-9.� or IC 6-1.1-22-9J; (2) a provisional tax statement that would othenvise be sent b�� the
county treasurer to the person by regular mail under IC 6-1.1-22.5-6; (3) a reconciling tax statement that �vould
othenvise be sent by the count}� treasurer to the person b�� reeular mail under any of the following:
(A) IC 6-1.1-22-9, (B) IC 6-1.1-22-9.7, (C) IC 6-1.1-22.�-12, including a statement that reflects installment
payment due dates under IC 6-1.1-22.�-18.�; (4) a statement that would othern�ise be sent by the county auditor
to the person by regular mail under IC 6-l.1-U-3(b): (�) any other information thar. (A) concems the property
tases or special assessments, and (B) ���ould othenvise be senr. (i) by the county treasurer or the county auditor
to the person by regular mail; and (ii) before the las[ date the property ta�es or special assessments may be paid
without becoming delinquent.
NHEREAS; the Board of Commissioners of Gibson Counh� ("County") desires to authorize the
electronic transmission of statements and other information for propem� tases and special assessments first due
and payable after 201 1 and to authorize a County taxpayer to direct the County Treasurer and County Auditor to
transmit to the County taxpayer by electronic mail any and all of [he items identified supro, recital paragraph
nvo.
NO�V, THEREFORE, BE IT ORDAINED BY THE COIT�'TY COMMISSIONERS:
l. The County hereby atahorrzes the electronic transmission of statements and other information for
property tases and special assessments first due and payable after 201 I.
2. The County hereby n:rrhorizes each Counn- taspayer (hereafter the "person') to direct the County
Treasurer and County Auditor to transmit the following to the person by electronic mail and as
applicable: (1) a statement that would othenvise be sent by the County Treasurer to the person by
regular mail under IC 6-I.1-22-8.1(a)(I), including a statement that reflects installment payment due
dates under IC 6-1.1-22-9.� or IC 6-1.1-22-9.7; (2) a provisional tax statement tha[ ���ould othenvise
be sent by the County Treasurer to the person by regular mail under IC 6-1.1-225-6; (3) a
reconciling tas statement that would othenvise be sent by the County Treasurer to the person by
regular mail under any of [he following: (A)IC 6-1.1-22-9, (B) IC 6-1.1-22-9J, (C) 1C 6-1.1-225-
12, including a statement that reflects installment payment due dates under IC 6-1.1-22.5-185; (4) a
sta[ement that would o[herwise be sent by the County Auditor ro the person by regular mail under [C
6-l.1-17-3(b); (�) any other information [hat: (A) concems the property taxes or special assessments,
and (B) would othern•ise be sent: (i) by the County Treasurer or the County Auditor to the person by
re�ular mail; and (ii) before the last date the property tases or special assessments may be paid

3. This ordinance takes effect �vi[h the r��ST (select firsYOr second) installment of propem
ta.�es of Z o 13 (select tax billing year for ordinance to be effective) and shall continue
indefinitely.
4. Notice shall be given to County taspayers of the option to direct electronic transmission of
statements and other information for property tates and special assessments in compliance with all
applicable stamtory provisions.
�. The County Treasurer and County Auditor shall have the authoriq� to electronically submit to
Counry taspavers their statements and other information for property taxes and special assessments
first due and payable after Z011.
6. The County Auditor and County Treasurer are authorized to negotiate and esecute a contract with a
provider to obtain such administrative, technical, clerical and related services (`E-Billing Services")
in order to implement a program for the electronic transmission of statements and other information
for property taxes and special assessments.
The E-Billine Services contract shall provide for the delivery of such services by a contractor in
compliance with all applicable stamtory provisions for the electronic transmission of sta[ements and
other information for property taxes and special assessments. The E-Billing Services contract shall
also provide for the payment of fee(s) for each parcel that a county taYpayer elects to participate in
the electronic transmission of statements and other information for propem� tates and special
assessments.
