wHEREAS, [h? Gibson CounCy (•COUn[y") Redevelopnent Commission
1•CO.:.nission•1 has inv_stigaCed, sCUdied and surveyed economic development
areas vi[hin Ghe corpora[e boundaries of Che CounCy; and
wi{EREnS, [he Commission has selected an economic developmen[ area Co be
d?v=loped under [C 36-7-14 and IC 36-7-25 (collecCively, the •AC['�; and
WNEREnS. [he Com�nission has pr_pared an economic developmen[ plan
1'Plan') for Che selecCed economic d_velopmen[ area, which Plan is a[[ached [o
and incorporac_d by zeference in Chis resolution: and
WHEREAS, the Commission has caused Co be prepated:
(1) Pfapc and pla[s showing:
(A1 Che boundaries of Che economic development azea, [he loca[ion
oE variouc parcele oE property and o[her Eeatures affec[ing the
acquiciCion, clearance and economic development of Che area:
and
(�) [he parts of the acquired areas [ha[ are to be devo[ed Co
public vays, severage and o[her public purposea under [he Plan;
f2) Lis[s of the ovners of [he varioua parcels of proper[y to be
acqvired; and
(3) An es[ima[e oE the cos[ of acquisi[ion, redevelopmen[ and economic
development; and
NIIEREAS, IC 36-7-14-39.3 authotizes [he Comnission to designa[e a

WIIEREAS, IC 75-7-14-J9.3 authorizes Che Com�nission Co modify [he
d_finition of property Caxes in IC 36-�-14-39(a) for [he purposes of
including [axes ic�posed under IC 6-1.1 on [he depzeciable personal
proper[y oE a designa[ed Caxpayer and all other depreciable properCy located
and Caxable on Che designated [axpayer's si[e of opera[ions wi[hin Che
allocaLion provision included in a declara[ory resolution; and
wHEREAS, [he Commission has wused Co be prepazed a facCUal repor[
(•R_porC') in support of the findings con[ained in this resolution, vhich
Repor[ is a[[ached [o and incorporated by zeference in this resolution;
tlON, THREFORE, BE IT RESOLVED BY THE COMMISSION TfiAT:
1. 'the Cocinission has selected as an econonic development area an area
�i[hin its corpozaGe boundariea, vhich area Che Comnission is hereby
d_signaCing ae Che PAITIKA/UNION TOW:ISHIPS Economic DevelopmenG Area ('ECOnomic
Developm_nt Area'), and which Econamic Oevelopment Area is described in Ezhibi[
A.
2. The Corzunission finds [ha[ the Plan Eor Che Economic DevelopnenG Area:
a. Promo[es eignificanc opportuni[iee for the gainful enployment oE [he
ci[izens oE [he Coun[y;

b. Attracts a najor new business enterprise [o Che CounCy;
c. eenefies the public healCh, safety, morals and welEare of [he
ci[izens of Che Coun[y;
d. Increases the economic well-being oE Che Coun[y and Che Stace of
Indiana; and
e. Servea m proCec[ and increase propetty �alves in Che Coun[y and [he
Sta[e of Indiana.
3. The Commission finds tha[ [he Plan cannot be achieved by re9ulacory
processes or by the ordinary operaCion of privaCe enterprise withou[ resor[ [o
[he povers allowed [he Commission und_r IC 36-7-14 because of:
a. The latk of local public improvemen[s;
b. tAUl[iple oamership of land; and
c. The need for site prepara[ion, including renoval of improvenenCS.
grading, composting of eoil and cleanup.
4. The Commission Einds Chat Che public health and welfare will be
beneEi[ted by Che accomplishment of [he Plan for [he Ewnomit Development Area,
specifically by creating a significanC oppor[unity for employmen[ in high
paying jobs for Gibson Coun[y and southvese Indiana.
5. The Commission finds Chat [he accomplishnen[ of Che Plan vill 6e of
public u[ili[y and benefi[ as measured by:
a. The a[[rac[ion and retenCion of permanent jobs;
b. M inuease in [he proper[y tax baee; and
c. Improved diveristy of [he economic base.
6. The plan for the Ecomonic DevelopmenC Area conforms to ocher
de��elopment and redevelopmen[ plans for the CounCy.
�. The Commission propoaes Co acquire intereats in real property wi[hin
the boundaries of Che Economit De�elopmen[ Area as shown in [he Plan.
e. The Commission estimates [ha[ [he approximate cosC of implenen[ing Che
Plan will be S 45,000,000 Co $ 60,000,000.
9. Tt�e Commiasion Einds [haC 10 residenCS of the Economic Development
Area vill be displaced as a result of Che Plan, and, therefore, Che Commission
plans [o use iGS besc effor[e in an expediCed Eashion to provide, Co the ez[en[
necessary, for [ransitional and permanen[ adequate housing Eor [he residents.
10. This paragraph shall be considered Ghe allocation pzo�ision for Che
purposes oE IC 36-"1-14-79. The en[ire Economic OevelopmenC Area shall
cons[i[ute an allocation area as defined in IC 36-7-14-39. Any proper[y Caxes
levi_d on or aEter [he effec[ive daCe of Ghis resolu[ion by or for th_ benefi[
of any public body enCiCled [o a disCribution o£ pzoper[y Caxes on taxable
pmperCy in Che alloca[ion area shall be allow[ed and disGribuced in
accordance wiCh IC 36-'1-14-39. The Cor.unieaion hereby modifies [he deEiniCion
oE proper[y Caxea in ZC 76-7-14-391a) for the purposes of including [axes
imposed under IC 6-1.1 on [he depzeciable pereonal property of [he designa[ed
taxpayer described below and all o[her depreciable property loca[ed and taxable
on [he designa[ed [axpayer's site of opera[iona within Che aldocation provision
included in a declaratory resolu[ion. This alloca[ion pro�ision shall expire
no la[er Chan 30 years aEter Che effective da[e oE this resoluGion.

Motor Corpora[ion and i[s successors or assigns, or any affilia[e of ToyoCa
MoCOr Corporaeion and its succeasors or assigns.

under IC 36-']-14-25.2, in order to provide local public
improvemente for [he alloca[ion area, aa ehown in the Factual
Repor[;
(2) The designated [axpayer's properGy in [he allocation area

consists prieiarily oE indusCrial and manufacCUring projects;
and
The designated Caxpayet's property in [he allocation area
does not consis[ primarily of ze[ail, commercial or
residential projec[s.
12. All of the righcs, powers, privileges, and immuni[ies chat may be
ezercised by [he Coramission in a Redevelopment Area or Urban Renewal Area may
be exercised 6y Che Cor.wission in [he Economic Development Area, subject [o Che
li�i[a[ions in IC 36-9-14-43.
13. The Com�ission Einds [hat there is no area planning commiasion with
jurisdicCion over [he Economic DevelopmenC Area or Zoning relaCed Co [he Area.
19. 7he Commission also directs Che presiding oEficer [o publish no[ice
oE Che adoption and subs[ance oE [his resolu[ion in accordance with IC 5-7-1-9
and [o file noCice �i[h [he buildiny commissioner and any o[her depatCmenCS or
a9encies of the Councy concerned wiCh County planning, land use or Che issuance
o: building permi[s. The no[ice mu�[ s[aCe [ha[ maps and piats ha�e been
prepared and can be inspected at Che oEfice oE [he Couney's departnent of
zedevelopmen[ and musC es[ablish a da[e when [he Commiaeion will receive and
h_ar renonsCtiances and objections Erom persons inCerested in or affecCed by [he
p:oc_adings perCaininy Co Che proposed project and will determine the public
utilit:y and benefiC of [he proposed projecC. Copies of [he notice musC also be

under IC 6- L 1-1�-5 for each [axing uniG [ha[ is ei[her wholly or par[ly

15. The Commission also direc[s the pzeaiding officer [o prepare or
cause [o be prepared a statemenG disclosing [he impact of [he allotaCion area,
incl�ding Che following:
(n� The es[imated economic benefi[s and cos[s incurred by [he
alloca[ion area, as neasured by increased enployment and anticipa[ed groWCh of
real proper[y, personal proper[y and inventory assessed values; and
(el 7he anticipa[ed impac[ on [ax re�enuea of each Caxing unit Cha[ is
ei[h�r wholly or partly loca[ed within the allow[ion area. A copy oE [his
s[a[ement shall be forwarded [o each such [axing unit with a copy oE [he no[i<e
required w�dec Sec[ion 17 oE Che Ace a[ leas[ 10 days before the daCe of [he
hearing describ_d in Sec[ion 14 of Chis resoluCion.
16. The Comnission EurCher directs the presiding ofEicer [o submit
[his resolu[ion Co [he Board of Commissioners for iCe approval oE Che
esCablishment oE the Economic DevelopmenC Area.
17. This resolu[ion shall be affective as of iGS daCe of adop[ion.
