RESOLUTION DESIGNATING A PORTION OF THE COUNTY OF GIBSON COUNTY, INDIANA, AS AN ECONOMIC REVITALIZATION AREA AND APPROVING ABATEMENT FOR TOYOTA TSUSHO AMERICA. INC. WHEREAS, the County Council of Gibson County, Indiana, nowfinds that there are various areas and parcels of real estate within the county which may properly be designated economic revitalization areas pursuant to IC 6-1.1-12.1-1 et se ; and WHEREAS, the County Council of Gibson County, Indiana, has been further advised by Toyota Tsusho America, Inc. of a proposed revitalization program, which includes certain real property redevelopment and the installation of new manufacturing equipment on land owned by Toyota Tsusho America, Inc. and located in Patoka Township, Gibson County and has been requested to designate the area owned by Toyota Tsusho America, Inc. as further described in the map and legal description which are attached hereto as Exhibits A and B and incorporated herein by reference, as an economic revitalization area under and pursuant to IC 6-1.1-12.1-1 et se�c; and � ` ! '' � . � ` i � €,� MAY 19 i9S8 �17 �' �-� � tt ' CTO�GW CO�;tJ i Y AUtiiTOR� WHEREAS, the County Council of Gibson County, Indiana, hereby finds that the area described in Exhibits A and B is an area that can be designated as and economic revitalization area and that the designation of said area as an economic revitalization area could enhance the opportunity for the creation of newjobs; and WHEREAS, Toyota Tsusho America, Inc. anticipates increases in the assessed value of its real property from the proposed redevelopment or rehabilitation of real property and anticipates the installation of "new manufacturing equipment° as such term is defined in IC 6-1.1-12.1-1(3), and has submitted documents, including a statement of benefits, to the County Council of Gibson County, Indiana, in the form attached hereto as Exhibit C and incorporated herein by reference; and WHEREAS, the County Council of Gibson County, Indiana, has reviewed the statement of benefits included in Exhibit C and other information brought to its attention, and hereby determines that it is in the best interests of said County Council of Gibson to designate the area described in Exhibits A and B as an economic revitalization area and that the deductions under IC 6-1.1-12.1-3 and IC 6-1.1-12.1�.5 should be allowed based on the following findings: -2- ��1D (1) The estimate of the value of the redevelopment or rehabilitation is reasonable for projects of that nature and the estimate of the cost of the new manufacturing equipment is reasonable for equipment of that type. (2) The estimate of the number of individuals who will be employed or whose employment will be retained can be reasonably expected to result from the proposed described redevelopment and the proposed installation of the new manufacturing equipment. (3) The estimate of the annual salaries of those individuals who will be employed or whose employment will be retained can be reasonably expected to result from the proposed described redevelopment and the proposed installation of new manufacturing equipment. (4) The number of individual opportunities for employment, both temporary and permanent, and the compensation to be paid to employees, along with the value of the acquisition and construction of improvements, create benefits of the type and quality anticipated by the County Council of Gibson County, Indiana, within the economic revitalization area and can reasonably be expected to result form the proposed described redevelopment and the proposed installation of new manufacturing equipment. -3- 3�,ia yeg�o (5) The totality of benefits is sufficient to justify the deductions. AND WHEREAS, the County Council of Gibson County, Indiana, hereby finds that the purposes of IC 6-1.1-12.1 are served by allowing Toyota Tsusho America, Inc. the deductions provided by IC 6-1,1-12..1-3 for a period of ten (10) years and by allowing Toyota Tsusho America, Inc. the deductions provided by IC 6-1,1-12, 1-4.5 for a period of ten (10) years; NOW THEREFORE, BE IT RESOLVED by the County Council of Gibson County, Indiana, that: 1. The area described in Exhibits A and B attached hereto and made a part hereof is designated as an economic revitalization area within the meaning of IC 6-1.1-12.1 2. The owner of property within the above-designated economic revitalization area shall be entitled to the deductions provided by IC 6- 1.1-12.1-3 for a period of ten (10) years with respect to real property which is redeveloped or rehabilitated as contemplated by and reflected in Exhibit C. 3. The owner of property with the above-designated economic revitalization area shall be entitled to the deductions as provided by IC 6-1.1-12.1-4.5 for a period of ten (10) years for new manufacturing C� . � . � s��a equipment which is installed as contemplated by and reflected in Exhibit C. 4. The statement of benefits submitted by Toyota Tsusho America, Inc. is hereby approved. 5. Notice of the adoption and substance of this resolution and all other disclosures required by IC 6-1. 1-12. 1-2.5 shall be duly published in accordance with iC 5-3-1, which notice shall state that a description of the affected area is available and can be inspected at the Gibson County Assessors office, and shall further state a date for a public hearing on this resolution and that on said date, after hearing objections and remonstrances and considering evidence thereon, this Council will take final action determining whether the qualifications for an economic revitalization area have been met and confirming, modifying and confirming, or rescinding this resolution. 6. A copy of the above-referenced notice and a copy of the statement of benefits included in Exhibit C hereto shall be filed with the officers of each taxing unit that has authority to levy property taxes in the geographic area which is hereby designated as an economic revitalization area at least ten (10) days prior to the public hearing on this resolution. -5- 7. A copy of this resolution shall be filed with the Gibson County Assessor on or before the notice of its adoption is published as above- required.
