A RESOLUTION APPROVING THE SOUTHWEST INDIANA 2000
COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY AND SUPPORTING THE
CREATION OF THE SOUTHWEST INDIANA ECONOMIC DEVELOPMENT DISTRICT
WHEREAS, the Board of Commissioners of the County of Gibson, Indiana (hereinafter referred to as
"the Boazd") recognizes that Gibson County is one of four counties (Gibson, Posey,
Vanderburgh, Warrick) that compose a regional labor market area and economy that is
commonly refeaed to as Southwest Indiana, and
WHEREAS, irnportant economic and community development related issues frequently transcend
county lines requmng multi-jurisdictional approaches and solutions, and
WHEREAS, the Board recognizes the time and effort of the members of the Souihwest Indiana
Strategy Committee to develop a Comprehensive Economic Development Strategy intended to
address regional development issues and regional communication, and
WHEREAS, the Boazd recognizes the need for a formal regional entity to wntinue the economic
development planning, implementation, and coordination of the Southwest Regional Strategy
Committee, and
WHEREAS, a regional strategy and economic development entity approved by the United States
Economic Development Administration (EDA) could directly benefit Gibson County and the
region as a whole by: coordinating regional economic concerns and solutions with State or
Federal agencies and may qualify the region for grant assistance from the EDA and/or other
federal sources.
NOW THEREFOAE BE IT RESOLVED, the Boazd of Commissioners of the County of Gibson,
Indiana hereby approves the Soathwest Indiana 2000 Comprehensive Economic Development
Strategy attached hereto as Exhibit A, and;
BE IT FURTHER RESOLVED, the Boazd supports the creation and designation of the Southwest
Indiana Regional Economic Development Council as an Economic Development
Administration approved Economic Development Disvict, and
BE IT FURTHER RESOLVED, the Boazd pledges an amount of�5,700.per year for each ofthe
next two fiscal yeazs, this amount being based upon a formula allocaung a requ'ved amount oi
$50,000 per yeaz among the four counties on a per capita basis. (Allocation
formula shown on E�chibit B, attached.)

The anticipated budget for an economic development entity for Southwest Indiana is $100,000
per year for the first two fiscal yeazs. A grant will be sought to supp}y one-half the required
amount ($50,000) per year and the additional $50,000 will come from the four counties. The
$50,000 was apportioned among the four counties based upon census data as described above.
