County Commissioner Resolutions - November 2002. - -. � ao�� � ?uVIEiVDED RESOLUTION TO PARTICIPATE IN THE NATIONAL FLOOD [I�'SURANCE PROGRAM WHEREAS, certain areas of Gibson County, Indiana are subject to periodic flooding, or flood- related erosion, causing serious damage to properties within these areas; and �'�'HEREAS, relief is available in the form of Federally subsidized flood insurance as authorized by the National Flood Insurance Act of 1968; and WHERAS, it is the intent of the Gibson County Boazd of Commissioners to require the recognition of evaluation of flood or flood-related erosion hazards in all official actions relatin� to land use in areas having these hazards; and WHERAS, this Board has the legal authoriry to adopt land use and control measures to reduce future flood losses; NOW, THEREFORE, BE IT RESOLVED, that the Gibson County Board of Commissioners hereby: 1. Assures the Federal Insurance Administration that it will enact as necessazy and maintain in force in those areas having flood, or flood-related erosion hazards, adequate land use and control measures with effective enforcement provisions consistent �ti�ith the criteria set forth in Section 59 et. Seq., of the National Flood Insurance Pro�ram Regulations; and 2. Vests the Administrative Assistant to the Gibson County Commissioners with the responsibility, authoriry, and means to: (a) Assist the Administrator, at his/her request, in the delineation of the limits of the area having special flood or flood-related erosion hazards. (b) Provide information the Administrator may request conceming present uses and occupancy of the floodplain or flood-related erosion areas. (c) Cooperate with Federal, State, and local agencies and private firms which undertake to study, survey, map, and identify floodplain or flood-related erosion areas, and cooperate with neighboring communities with respect to management of adjoining floodplain and/or flood-related erosion areas in order to prevent aggravation of existing hazards. (d) Submit, on forms provided by the Administrator, an annual report on the progress made during the past yeaz �vithin the community in the development and implementation of floodplain management measures. (e) Upon concurrence, notify the Administrator in writing whenever the boundaries of the community have been modified by annexation or the community has othenvise assumed or no longer has authoriry to adopt and enforce floodplain management regulations for a particular area. Appoints Administrative Assistant to the Gibson County Commissioners to maintain for public inspection and ro fumish upon request (for determining flood insurance rates), the followin� information on all new and substantially improved structures constructed within the identified special flood hazard area: (a) the actual (as-built) lowest floor (including basement) elevation in relation to mean sea level; (b) any ceRificates of floodproo£mg; (c) ���hether or not a building has a basement; (d) for all floodproofed structures, the elevation to which the structure has been floodproofed. 4.
