The Gibson County Council met in regular session on October 9, 2012, at 9:00 AM in the
North Annex Meeting Room.
Members Present: Jeremy Overton, President, LeAnn Smith, VP, D. Craig Pflug, Bill
McConnell, Tony Wolfe, William George, George Ankenbrand and C.T. Montgomery,
Auditor.
The meeting was called to order and everyone recited the Pledge of Allegiance to the flag.
William George made a motion to approve the September 11, 2012, minutes. Bill
McConnell seconded the motion and the motion passed 6-0.
Department Reports:
Sheriff Ballard gave a copy of the 911 calls to Gibson County which shows the percentage
of difference between land line calls and cell phone calls. The percentage was closely the
same the past three years with 2012 reporting 21.21% on landline phones and 78.79% on cell
phone calls. He gave council members a Report of Collections of office fees and jail fees as of
October 3, 2012. He is also asking to replace Corrections Officer Dan Goedde, in the jail.
The replacement will be paid 90% of salary and will be starting October 15, 2012. Council
members consented to the request.
Veterans Service Representative Barbara Schenks gave her monthly report.
New Business:
Sheriff Ballard asked to transfer $3000 from 1222-02-02-21 Office Supplies to 1222-01-
01-02 PERF, $500 from 1222-02-02-23 ED Supplies to 1222-01-01-02 PERF, $500 from
1222-02-02-23 ED Supplies to 1222-02-02-07 O.T., $1000 from 1222-02-02-24 Copy Paper
to 1222-01-01-07 O.T., $1000 from 1222-02-02-25 Fuel to 1222-01-01-08 P.T., $700 from
1222-02-02-25 Fuel to 1222-01-01-07 O.T. William McConnell made a motion to approve
the transfer requests. LeAnn Smith seconded the motion and the motion passed 7-0.
Superior Court asked to transfer $1,000 from 1000-41-01-31 Pauper Attorney to 1000-41-02-
41 Supplies. Craig Pflug made a motion to approve the request and was seconded by Tony
Wolfe. Motion passed 7-0.
Health department administrator Jennifer Tuley submitted a request for the Bio-Terrorism
Grant Appropriations for fiscal year August 10, 2012 to June 30, 2013.

This grant runs from August 10, 2012 through June 30, 2013. This grant is a cost
reimbursement grant and follows the following procedure: a claim is submitted through the
Portal that the ISDH has set up, the claim is reviewed for validity and when approved a check
is then mailed to the Gibson County Auditors Office; then the money can be spent. Tony
Wolfe made a motion to approve the appropriations. The motion was seconded by Craig
Pflug. Motion passed 7-0.
Health department Tobacco Free Coordinator, Gwen Siekman informed the council of the
Smoke Free Act which became effective July 1, 2012. She gave a presentation on what has
been done around the county and the responsibilities of all employers and restaurant owners.
EMS director Dan Alvey, through a letter to the president of the council, asked to
encumber money that has been appropriated for ambulances. Tony Wolfe made a motion to
encumber any remaining amount of money for the ambulances so that it can be used for a
third ambulance in 2013. Craig Pflug seconded the motion and the motion passed 7-0
LeAnn Smith made a motion to adjourn. Craig Pflug seconded the motion and the motion
passed 7-0.
