The Gibson County Board of Commissioners met on May 4, 2011 at 8:30 AM in the North Annex Meeting Room.
Members Present: Bob Townsend, President, Gerald Bledsoe,
VP, Alan Douglas, Member, Jim McDonald, County Attorney, and Kay Vore, Secretary to the Commissioners.
The meeting was called to order with all present standing and reciting the Pledge
of Allegiance.
Minutes: The minutes from the April 19, 2011 meeting was approved with a motion from Gerald Bledsoe and seconded by Alan Douglas. Motion passed 3-0.
Claims:
County General: $104,515.6

Courts: $ 4,025.34
Highway: $111,791.51
Sheriff: $ 28,881.64
Payroll: $282,256.65
Alan Douglas made a motion to approve paying the claims and Gerald Bledsoe seconded. Motion
passed 3-0.
Department Reports:
Weights and Measures: Gary Dawson gave his monthly report.
Health Department: Diane Hornby reported that the department will be giving tetanus shots
but the Federal Government is not supporting them on reimbursement of the drug. So the Health department will be asking later for reimbursement for the shots they give.
EMS: Dan Alvey
gave his monthly report and asked for $37,268.28 in write offs. Gerald Bledsoe made that a motion and Alan Douglas seconded. Motion passed 3-0.
Safety: Andy Schafer reported that the
new assessor’s office is 90% complete. Two workers have slipped and fallen and one employee got bit by a dog. Workers filed workers compensation and are all back to work now. He reported
that $23,000.00 in lightening damage was done to the courthouse equipment. The courthouse project is progressing and is being noticed.
Sheriff Ballard reported that his deputies informed
about 70 residents in the East Mt. Carmel area and Lyles Station area that a voluntary evacuation of their residences had been issued because of possible flooding if the river overflowed
the levee protecting them.
Highway: Jerry Heldt presented his report of work orders completed and present budget figures. He stated because of the recent storms his call outs have really
increased. At the present his crews have cleaned up over 300 trees and are still getting calls. He gave commissioners a copy, by location, of trouble spots they had been called to.
Extension
Office: Cathy Boerste reported that her office has information on how to deal with mold where water has risen in residences.
Old Business:
Jim McDonald said the final reading of Ordinance
2011-2 “Sheriff’s Office Inmate Processing Fee” and Ordinance 2011-3 “Fees for Meals for Gibson County Jail Employees” will be on May 17, 2011, the next commissioners meeting. Also
Ordinance 2011-4 “Auditor’s Endorsement Fee” was read a second time. Auditor C.T. Montgomery read data to support the reason for the endorsement fee to the commissioners. Every four
years, the State of Indiana requires a
reassessment for each county. With the new assessment, the Auditor must purchase 30 new transfer book binders. That cost will amount to $5,296.00. In addition to the binders, shelves
will be needed to put the binders in for storage. The shelving will cost $2,800.00. In addition, a commissioner record book and council record book and bid book will have to be purchased
this year which will amount to $1,800.00. Constant maintenance of the current transfer books are estimated to cost$2,800.00 this year. Estimated expenses will amount to $12,396.00
this year. If an endorsement fee was adopted, the fee would generate an estimated $10,000.00 per year. He also identified the fund and it would be called the “Auditors Property Transfer
Fund” of which the County Council would have to authorize money requested by the Auditor from the fund.
Opening Bids: Opening bids for Hot Mix Asphalt “HMA” paving or pavement overlay
of the following county roads: CR 550S, CR 100E, CR 125W, CR 100W, CR 175E and CR 350S.

Gerald Bledsoe made a motion to take the bids under advisement with Alan
Douglas seconding. Motion passed 3-0.
Steve Bottoms asked commissioners about the construction project at the retention center and asked about a water leak in the roof. Sheriff Ballard
responded that the only leak he knew of was a water pipe leak that was caused by a defective copper line, which has been repaired. Bob Townsend responded that the construction repairs
(new foam insulation) are being watched by several eyes to assure the project is being done correctly.
Bob Allen asked commissioners about capturing money from the TIF District. Bob
Townsend responded that you don’t capture money, you capture assessments. Bob Allen asked for the amount of assessments the Redevelopment Commission captured this year. Bob Townsend
responded that the Redevelopment Commission captured about $338 million of assessments this year and will capture approximately $357 million next year and that in three or four years
it will climb to about $405 million. This will generate the funds necessary to cover the bonds. The minimum amount of assessment required to be captured is determined by the terms of
the bonds. This minimum amount of captured assessment is set at about 125% of what is anticipated in order to insure that there are enough funds to cover the bond payments. Over the
past few years the excess funds generated add up to about $4 million dollars. Bob Allen asked if the money had to be used in the TIF District and Bob Townsend responded that it has
to” benefit the district” and is not restricted to inside the district.
The Maintenance Department asked for a 3 week medical leave. Gerald Bledsoe made a motion to approve the medical
leave and Alan Douglas seconded. Motion passed 3-0.
Auditor C.T. Montgomery explained to the commissioners about the Congressional School Fund. The fund has $31,132.59. It accumulated
$116.59 in interest in 2010. A report has to be sent to the State of Indiana on an annual basis and must be signed by the commissioners, auditor and the county treasurer. Gerald Bledsoe
made a motion to approve the report and Alan Douglas seconded. Motion passed 3-0.
Sheriff Ballard asked the commissioners to recognize “National Police Week” May 15 to May 21, 2011.
He asked the commissioners to sign a proclamation to that effect. Gerald Bledsoe made a motion to approve the proclamation and Alan Douglas seconded. Motion passed 3-0.
Sheriff Ballard also asked that the commissioners approve an appointment to the Gibson County Community Corrections Advisory Board. Jon Adams was appointed on April 21, 2011. Gerald
Bledsoe made a motion to approve the appointment and Alan Douglas seconded. Motion passed 3-0.
Sheriff Ballard also asked commissioners to approve a two year grant request for the Community
Corrections. He reported that he has 56 inmates in the Correctional Facility, which is the most they have ever had. It takes about 52 inmates to break even on expenses. Alan Douglas
made a motion to approve the grant request and Gerald Bledsoe seconded. Motion passed 3-0.
County Engineer John Umpleby requests to advertise for bids for the demolition of the rail
overpass on CR 1000, just west of Highway 65 and to fill the area beneath current bridge 378 on CR 750 S. Gerald Bledsoe made a motion to authorize the advertisement for bids. Alan
Douglas seconded and motion passed 3-0.
Highway Department Superintendent Jerry Heldt asked commissioners for permission to advertise for sealed bids for fifty panels of old 4 x 4 bridge
flooring. Alan Douglas made a motion to authorize the advertisement for bids. Gerald Bledsoe seconded and motion passed 3-0.
Gerald Bledsoe made a motion to adjourn and was seconded
by Alan Douglas. Motion passed 3-0.
