Gibson County Board of Commissioners 6-7-2011****************************************************************************** Gibson County Board of Commissioners Regular Session June 7, 2011 ****************************************************** ************************ The Gibson County Board of Commissioners met on June 7, 2011, at 8:30 AM in the North Annex Meeting Room. Members Present: Bob Townsend, President, Gerald Bledsoe, VP, Alan Douglas, Member, Jim McDonald, County Attorney, Kay Vore, Board Assistant and Marilyn Mason,1st Deputy Auditor. The meeting was called to order with all present standing and reciting the Pledge of Allegiance. Minutes: The minutes from the May 17, 2011 meeting were approved with a motion from Gerald Bledsoe and seconded by Alan Douglas. Motion passed 3-0. Claims: County General: $147,927.21 Courts: $ 16,355.48 Highway: $120,206.15 Sheriff: $ 41,369.44 Payroll: $271,938.00 Alan Douglas made a motion to approve the claims. Gerald Bledsoe seconded the motion and the motion passed 3-0. EMS Director, Dan Alvey gave his report for May. He requested permission for write offs in the amount of $73,648.22. Motion was made by Alan Douglas and seconded by Gerald Bledsoe. All voted aye. Safety Director, Andy Schafer commented on the progress of construction at the courthouse and work being done at the Work Release center. EMA Director, Terry Hedges, stated that FEMA was well pleased with how the County has handled the work done after the recent flooding, storms, and tornadoes. Sheriff, George Ballard, told the Commissioners that Insight (cable TV) was going to start charging $200 for service at the jail. George stated that the cable will be taken out, and regular antenna service will replace it. Hwy Superintendent, Jerry Heldt, also commented about FEMA being pleased with the efforts of the County after the recent bout of bad weather. He also gave an update on road closings, detours, and other issues due to I69. A motion was made by Alan Douglas and seconded by Gerald Bledsoe to approve INDOT’s request for I-69 related closure of 825S and 600E because of right of way issues. The section of 825S west of 600E will later to attached to 600E. The section of 825S west of 600E will end in a cul-de-sac. Motion passed 3-0. Steve Bottoms expressed concern about several road issues in the East Gibson area. County Engineer, John Umpleby, ask the Commissioners for approval of an Agreement for Right of Way Certification concerning Bridge #17. Motion to approve was made by Gerald Bledsoe and seconded by Alan Douglas. Motion passed 3-0. John also stated that the cost of redoing the Brumfield Overpass would be $225,000.00 for a band aid fix or $525,000.00 to totally redo. Also, a Reimbursement Agreement for Utility Relocation for Bridge #17 was tabled until the next meeting. Old Business: Sheriff, George Ballard, asked for permission to sell a large van belonging to the Sheriff’s Dept. Sealed bids will be accepted at the mid July meeting. Motion to approve was made by Alan Douglas and seconded by Gerald Bledsoe. All voted aye. Motion was made by Gerald Bledsoe and seconded by Alan Douglas to approve an Amendment, to the County Employees Health Insurance, to Remove Co-pay and the Deductible for Wellness Exams. Motion passed 3-0. Jim McDonald read the final reading of Ordinance 2011-4 “Real Property Endorsement Fee”. Alan Douglas made a motion to approve Ordinance 2011-4 and Gerald Bledsoe seconded. All voted aye. Ordinance Number 2011-4 BOARD OF COMMISSIONERS OF GIBSON COUNTY ORDINANCE FOR REAL PROPERTY ENDORSEMENT FEE WHEREAS, in accordance with Indiana Code 36-2-9-18(d). the Auditor of Gibson County may collect a fee of Five Dollars ($5.00) for each deed or legal description of each parcel contained in the deed for which the auditor makes a real property endorsement; and WHEREAS, The Board of Commissioners of Gibson County, Indiana is the governing body for said Auditor and County, and believe it is in the best interest of the County to have the Auditor collect the fee to partially compensate for the services provided. BE IT THEREFORE ORDAINED that in accordance with Indiana Code 36-2-9-18(d); The Auditor of Gibson County, Indiana shall collect a fee of Five Dollars ($5.00) for each deed or legal description of each tax parcel or split contained in the deed for which the Auditor makes a real property endorsement; That such fee shall be in addition to any other fee provided by law and shall be placed in a dedicated “Auditors Property Transfer Fund” for use of maintaining County Commissioner Records, County Council Records and County transfer files; and All previous ordinances regarding endorsement fees are null and void. Montgomery, Auditor Eddie Richardson expressed concerns to the Commissioners about Maple Hill Cemetery and Odd Fellows Cemetery. County Attorney, Jim McDonald, stated that he had been contacted and that Eddie should check with the Patoka Twp Trustee for the status of the situation. Some concerns of the old Emge plant were discussed. Commissioner Bledsoe gave a status report of the situation. New Business: The Commissioners have requested recommendations from the Sheriff’s Dept for Speed Limits on CR 450W between 400S and 525S and also roads with new payment in and around Toyota. Motion was made by Alan Douglas and seconded by Gerald Bledsoe for an Agreement to Move Records to the Gibson County Economic Development Building and Approve Lease for the Space. Motion passed 3-0 Alan Douglas made a motion to adjourn.
