Gibson County Board of Commissioners 8-2-2011****************************************************************************** Gibson County Board of Commissioners Regular Session August 2, 2011 **************************************************** ************************** The Gibson County Board of Commissioners met on August 2, 2011, at 8:30 AM at the North Annex Meeting Room. Members Present: Bob Townsend, President, Gerald Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant and C.T. Montgomery, Auditor. Jim McDonald, County Attorney, was absent. Minutes: The minutes from the July 19, 2011 meeting were approved with a motion from Gerald Bledsoe and seconded by Alan Douglas. Motion passed 3-0. Claims: County General $298,953.55 Courts $ 2,022.15 Sheriff $ 44,416.73 Highway $200,041.91 Gerald Bledsoe made a motion to approve the claims. Alan Douglas seconded and motion passed 3-0. Department Reports: Barbara Schenks, Veterans Affairs, gave her July report. Gary Dawson, Weights and Measures, gave his July report. Terry Hedges, EMA Director, reported that he has six appeals to FEMA for flooding damage. George Ballard, Sheriff, showed commissioners the current billing cycle from the Department of Corrections and reported they are $90,000.00 behind in their payments. He reported that they have been late, but always pay their bills. Oakland City University is requesting an Encroachment Agreement with the county for the intersection of Highway 57 and Williams Street in Oakland City, IN. The University is planning an entrance to the School at Williams Street and Highway 57. In order to construct the brick walls and fence for the entrance, the University needs part of the County right of way. The University will record the signed agreement. Alan Douglas made a motion to approve the request. Gerald Bledsoe seconded the motion and the motion passed 3-0. Bob Townsend told commissioners that the Brumfield Overpass was not budgeted for in the 2011 budget. He is requesting an additional $750,000.00 be appropriated out of surplus funds for the Cumulative Bridge Fund(0790), to line item 0790-01-03-91-Other Contractual Services. Alan Douglas made a motion to approve the request and forward it to the County Council. Gerald Bledsoe seconded the motion and the motion passed 3-0. Sheriff George Ballard asked commissioners for two medical leaves. Both requests for leave will use the three week paid medical leave as well as time on FMLA. The details of each request are included in the paper work given to the Auditor. Gerald Bledsoe made a motion to approve the requests. Alan Douglas seconded the motion and the motion passed 3-0. Parents asked the Sheriff for a School Bus Stop Ahead sign be installed between CR 450 N and CR 500 N on CR 850 E. Alan Douglas made a motion to approve and Gerald Bledsoe seconded. Motion passed 3-0. Gerald Bledsoe made a motion to adjourn.
