The Gibson County Board of Commissioners met on September 6, 2011, at 8:30 AM at the North Annex Meeting Room.
Members Present: Bob Townsend, President,
Gerald Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the
Flag was recited and led by Bob Townsend.
Minutes: The minutes from the August 16, 2011 meeting was approved through a motion by Gerald Bledsoe and seconded by Alan Douglas. Motion
passed 3-0.
Claims:
County General $289,817.15
Courts $ 7,081.61
Highway $175,497.41
Sheriff $ 39,663.23
Payroll 8-26-2011 $268,141.50
Alan Douglas made a motion to approve
the claims. Gerald Bledsoe seconded and the motion passed 3-0.
Department Reports:
Health Department Administrator Jennifer Schatz told commissioners that they were doing some fall
clinics. Several comments have been made concerning the new south annex. All the comments were very favorable.
EMA Director Terry Hedges reported that FEMA denied all individual claim
requests in Gibson County. Governor Daniels has now requested that low cost loans from the Small Business Administration be made available to residents that have been impacted by the
floods and wind damage occurring from April 18 to 2 June, 2011. He also reported on his meeting with the EPA at the Former Emge plant in Fort Branch. Monitors have been installed on
the perimeter of the property and alarms will alert them of any contamination of the area.
Highway superintendent Jerry Heldt gave his monthly report. He also informed the commissioners
of bridge 327 opening this week. The second bridge located on 1200 S will open in 3-4 weeks and construction on the third bridge will start soon.
Extension Agent Cathy Boerste reported
that they will move into the new south annex tomorrow and will remain open except on Friday when the phones are changed over.
Old Business:
Bob Townsend informed commissioners that the
bids for several paving projects were opened on 2 September at 1 PM. The low bid was from E & B Paving, Inc. @ $694,500.00. Alan Douglas made a motion to accept the bid. Gerald Bledsoe
seconded and motion passed 3-0.
County Engineer John Umpleby asked commissioners to approve the plans and advertise for bids on the Brumfield Overpass project. Alan Douglas made a motion

County Engineer John Umpleby also asked
commissioners to permit a firm to inspect Bridge 17. Alan Douglas made a motion to use United to do the inspection on bridge 17. Gerald Bledsoe seconded and the motion passed 3-0.
Steve
Bottoms asked commissioners when will road 1100 E be opened up for traffic. The road has been closed for five (5) years. Bob Townsend said he would look into it and determine if it
can be opened up.
County Auditor C.T. Montgomery brought up the issue discussed at the County Council meeting concerning employee bonding. The State Board of Accounts Auditor brought
up in the out-briefing that the county had two employees that weren’t bonded for enough money. The state statute calls for a minimum bond of $30,000.00 per $1 million dollars of money
that goes through the office per year. The Sheriff’s bond needs brought up to $30K and the county clerk needs her bond raised to $150K. The county council approves the amount and the
commissioners approve the bond. Alan Douglas made a motion to approve the bond. Gerald Bledsoe seconded the motion and the motion passed 3-0.
A medical leave was requested from the
Auditor’s office. Gerald Bledsoe made a motion to approve the medical leave. Alan Douglas seconded and motion passed 3-0.
Steve Bottoms asked about how the Sheriff bills inmates for health care when they are incarcerated. Sheriff Ballard told him that if inmates don’t have health insurance the county picks
up the tab. If the inmates do have insurance, the insurance is billed for services.
Alan Douglas made a motion to adjourn. Gerald Bledsoe seconded and motion passed 3-0.
