The Gibson County Board of Commissioners met on September 20, 2011, at 6:00 PM at the North Annex Meeting Room.
Members Present: Bob Townsend, President,
Gerald Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the
Flag was recited and led by Bob Townsend.
Minutes: The minutes from the September 6, 2011 meeting was approved through a motion by Gerald Bledsoe and seconded by Alan Douglas. Motion
passed 3-0.
Claims:
County General $189,586.85
Courts $ 3,463.45
Highway $ 29,496.15
Sheriff $ 80,168.86
Payroll 9-9-2011 $274,357.76
Payroll 9-23-2011 $270,255.35
Alan Douglas
made a motion to approve the claims. Gerald Bledsoe seconded and the motion passed 3-0.
Old Business:
Steve Bottoms brought up the 1100 E road closure. 1100 E is closed between CR
600 S and 700 S. The road has been closed since 2006 and should be open as per the contract between the coal mine and the county. He requests that the road be open as per the original
contract, June 6, 2011.
Mine spokesman Dave Yeager said a coal haul road carrying about 120 trucks, back and forth, still crosses the county road. He said the road is open for agricultural
and emergency vehicles to gain access. Highway Superintendent Jerry Heldt agreed the traffic on the road would be hazardous to public travel now. Gerald Bledsoe and Alan Douglas want
to table the issue until the next meeting so they will have a chance to look at the situation and how much of a safety issue it is.
EMS director Dan Alvey gave commissioners an end of
August report and asked for write-offs of $50,964.00. Gerald Bledsoe made a motion to approve the request and Alan Douglas seconded. Motion passed 3-0.
New Business:
The Election Board
made a recommendation, to commissioners, to sell the old voting machines because some counties are still using this model and would like to have them for spare parts.
Alan Douglas made
a motion to accept sealed bids for the voting machines. Gerald Bledsoe seconded and motion passed 3-0.
Gerald Bledsoe made a motion to sell excess county courthouse equipment (water
fountains, fluorescent lights, window air conditioners, two air handler units and other furniture) via a live auction. Andy Schafer will schedule the time and viewing of equipment to
be auctioned off and when auction will begin. Alan Douglas seconded and motion passed 3-0.
SRI Inc. presented the commissioners with two different processes with which to sell the parcels
that did not sell during the tax sale last week. The Commissioners can have a “Certificate Sale”
whereby they can select what they want to sell and for how much. The sale can be done on the internet or by live auction. There are 68 parcels available. Alan Douglas made a motion
to approve the auction via a live auction. Gerald Bledsoe seconded and motion passed 3-0.
Alan Douglas made a motion to approve the contract presented by SRI Inc. to conduct the live
auction sale. Gerald Bledsoe seconded the motion and motion passed 3-0.
SRI Inc. then made a presentation concerning deductions claimed on homesteads. SRI Inc. has identified a possible
2200 people may have more than one homestead deduction. SRI Inc. provides a service where they can identify certain individuals who may have more than one homestead deduction, with
the help of the county auditor, and send them letters notifying them of their breach and make them aware of the penalties involved and what the amount of back taxes they owe. The county
can penalize for three full years and demand payment of owed taxes back those three years. Gerald Bledsoe asked to table this request until next month.
Bob Townsend told commissioners
that the Weaver Boos Contract (Landfill water monitoring) is up for its annual renewal. This years’ fee is $66,990.00, which is $10,000.00 less than last year. The contract will run
to June 30, 2012. Alan Douglas made a motion to approve the contract with Weaver Boos Consultants. Gerald Bledsoe seconded and motion passed 3-0.
Sheriff Ballard told commissioners
that there has been complaints of speeding on CR 100 N (Lyles Station Road) on both sides of CR 400W. He requests two signs of 30 MPH be placed on both sides of CR 400W on CR 100N.
Gerald Bledsoe made a motion to approve the request. Alan Douglas seconded and motion passed 3-0.
Cecil (Bob) Allen told commissioners that residents have asked him if a center line
could be painted on the CR 100N. Alan Douglas agreed but said that commissioners are considering widening the road before striping.
Alan Douglas made a motion to adjourn and Gerald
Bledsoe seconded. Motion passed 3-0.
