The Gibson County Board of Commissioners met on November 1, 2011, at 8:30 AM at the North Annex Meeting Room.
Members Present: Bob Townsend, President, Gerald
Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the Flag was
recited and led by Bob Townsend.
Bob Townsend asked for an amendment on the agenda. He asked that under Old Business CR 50 S be corrected to say CR 50 N. He asked to add the second
reading of Commissioners Ordinance 2011-5 Road Construction Standards, to be added to the agenda and to add an amendment to a work agreement between the Sheriff and Shelly (Nancy) Christmas.
Gerald Bledsoe made a motion to approve the requested amendment to the agenda. Alan Douglas seconded the motion and the motion passed 3-0.
Minutes: The minutes from the October 18,
2011 meeting was approved through a motion by Gerald Bledsoe and seconded by Alan Douglas. Motion passed 3-0.

Payroll 11-4-2011 $274,042.15
Gerald Bledsoe made a motion to approve the claims. Alan Douglas seconded and motion passed 3-0.
Department Reports:
Veterans
Service Barbara Schenks gave her monthly report.
Weights and Measures Gary Dawson gave his monthly report.
Andy Schafer reported that the courthouse project is 95% complete.
EMA Director
Terry Hedges reported that the Small Business Administration loan availability is only until November 14, 2011. People can acquire a loan up to $5,000.00.
Animal Services Director Brenda
Foley gave her monthly report and said she has signed a Memorandum of Understanding with the County Health Department concerning procedures when an animal is quarantined for rabies.
She also told commissioners that she is closely monitoring the outbreak of distemper in Texas. It is most likely that the distemper will show up in the spring.
Old Business:
Triad
Mine representative Scott Partenheimer asked commissioners to close a ½ mile stretch of road on CR 75 N. The county road identified as CR 75 N is located in Columbia Township, Gibson
County, Indiana, and the portion sought to be closed temporarily is described as follows: Beginning at the intersection of said county road with State Road 57 and running thence east
a distance of approximately 2,640 feet (.5 miles). The length of time of closure is five (5) years, beginning approximately April 1, 2013. Commissioner Townsend asked Partenheimer if
he would obtain for the Commissioners signed letters of agreement to the proposed closure from the landowners who would be landlocked as a result of the proposal. Partenheimer agreed
that he would. Alan Douglas made a motion to approve the request and the motion was seconded by Bob Townsend. The motion passed 2-1 with Gerald Bledsoe dissenting. Triad Mine also
asked for a Release of Bond on CR 50 N. Alan Douglas made a motion to approve the request and Gerald Bledsoe seconded the motion. Motion passed 3-0.
New Business:
Treasurer Mary Key
asked commissioners to approve a contract with Manatron Tax Billing Service. The contract agreement to send Tax Billing Statements to residents in the next tax billing cycle (2012)
will cost $10,257.46. Gerald Bledsoe made a motion to approve the contract. Alan Douglas seconded the motion and the motion passed 3-0.
Sheriff George Ballard asked commissioners to
amend Ordinance 2009-2 Sheriff’s Sale Program. He would like to take the Sheriff’s Administration Fee recovered from the Sheriff’s Sale and put them in the Sheriff’s Pension Plan instead
of the County General Fund. Gerald Bledsoe made a motion to approve the request and forward the commissioners recommendation to the County Council. Alan Douglas seconded the motion
and the motion passed 3-0.
Sheriff George Ballard asked the commissioners to amend a work agreement with Shelly Christmas. Instead of the agreement listing the name as Shelly Christmas, have it changed to her
official name of Nancy Christmas. Gerald Bledsoe made a motion to approve the request and the motion was seconded by Alan Douglas. The motion passed 3-0.
County Attorney Jim McDonald
presented Commissioners Ordinance 2011-5 Road Construction Standards for a second time. Alan Douglas made a motion to wave the reading of Ordinance 2011-5 a second time. Gerald Bledsoe
seconded the motion and the motion passed 3-0.
Alan Douglas made a motion to adjourn and was seconded by Gerald Bledsoe. Motion carried 3-0.
