Gibson County Board of Commissioners 12-27-2011****************************************************************************** Gibson County Board of Commissioners Regular Session December 27, 2011 ************************************************* ***************************** The Gibson County Board of Commissioners met on December 27, 2011, at 6:00 PM at the North Annex Meeting Room. Members Present: Gerald Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant, and C.T. Montgomery, County Auditor. Bob Townsend was absent because of death in the family. County Attorney Jim McDonald was absent. The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe. Minutes: The minutes from the December 6, 2011, meeting was approved through a motion by Alan Douglas and seconded by Gerald Bledsoe. The motion passed 2-0. Claims: County General: $275,827.02 Courts: $ 14,836.43 Sheriff: $ 86,324.03 Highway: $149,338.48 Payroll 12-16-2011 $280,957.30 Payroll 12-30-2011 $263,424.31 Alan Douglas made a motion to approve the claims. Gerald Bledsoe seconded the motion and the motion passed 3-0. Old Business: Highway Superintendent Jerry Heldt recommended low annual bids for; Bituminous Materials: Asphalt Materials, Inc. Sand and Gravel: Mulzer Crushed Stone Rogers Group K & K Stone: Mulzer Crushed Stone K & K Sewer: CPI Supply (Pipes) Indiana Drainage Solutions (Guardrail, Post and Ends) Alan Douglas made a motion to approve the recommended bids. Gerald Bledsoe seconded and the motion passed 2-0. County Surveyor Michael Stevenson presented changes and a fee schedule to the new Commissioners Subdivision Control Ordinance 2012-2. He also made reference to the county website and the Princeton Library, that the ordinance could be accessed and read. Alan Douglas made a motion to accept the new changes to the Ordinance 2012-2. Gerald Bledsoe seconded the motion and the motion passed 2-0. Gerald Bledsoe presented the first reading of the Commissioners Ordinance 2012-3 Establishing County Commissioners Districts and stated that no changes have been made. The District boundaries remain the same as they have been in the past. Alan Douglas made a motion to approve the reading of the ordinance. Gerald Bledsoe seconded and the motion passed 2-0. Commissioners Ordinance 2012-1 Control and Disposition of Animals, was presented and Alan Douglas made a motion to dispense with the reading of the ordinance and approve the second reading. Gerald Bledsoe seconded the motion and the motion passed 2-0. New Business: EMS Director Dan Alvey presented the commissioners with a recommendation. He recommended that Dr. Gina Huhnke be approved to be their Medical Director for the year 2012. Alan Douglas made a motion to approve the request. Gerald Bledsoe seconded the motion and the motion passed 2-0. Dan Alvey also requested a $60,672.44 write off for the past month. Alan Douglas made a motion to approve the request. Gerald Bledsoe seconded the motion and the motion passed 2-0. Highway Superintendent Jerry Heldt told commissioners that Weight Limit signs will be posted from January 1, 2012 to April 1, 2012. Load limits of 8,000 pounds per axle will be the maximum allowed. Resolution 2011-7 confirming the participation of Gibson County in the Wabash River Heritage Corridor Commission was signed, appointing Bill Knowles as a member of the commission and Gerald Bledsoe as an alternate. Sheriff George Ballard presented service agreements for the Coroner’s Office to pay $2,000 annual fee to transport deceased persons; with the Ambulance Service to transport prisoners in need of medical attention for an annual fee of $500; to pay Tammy Ravellette, R.N., to perform the duties of Jail Nurse and required to work 40 hours per pay period for a salary of $903.85 per every two weeks for the period January 1, 2012 to December 31, 2012; Dr. John Lawlor, D.D.S., a dentist to provide Dental services to the Inmates at the jail for a term of 1 year beginning January 1, 2012 to December 31, 2012; and Dr. Quentin Emerson, MD, to serve as Medical Director for the Jail beginning January 1, 2012 to December 31, 2012, at a monthly salary of $2,157.83.
