The Gibson County Board of Commissioners met on January 3, 2012, at 8:00 AM at the North Annex Meeting Room.
Members Present: Bob Townsend, President, Gerald
Bledsoe, VP, Alan Douglas, Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the Flag was
recited and led by Bob Townsend.
Bob Townsend announced that it was time for the election of officers on the Commissioners Board. Alan Douglas nominated Gerald Bledsoe to be President
of the Commissioners. Bob Townsend made a motion to close nominations for President. Alan Douglas seconded the motion and the motion passed.3-0.
Bob Townsend nominated Alan Douglas
for Vice President of Commissioners. Gerald Bledsoe made a motion to close nominations. Bob Townsend seconded and the motion passed 3-0.
Gerald Bledsoe read some corrections to the
Owensville/Montgomery Fire Territory appointments for 2012.
Lee Byrns Term expires 12-31-2012
Glenn Dickenson Term expires 12-31-2013
Darren McClellan Term expires 12-31-2014
Alan
Douglas made a motion to approve the corrections. Bob Townsend seconded the motion and the motion passed 3-0.
Bob Townsend made a motion to approve the December 27, 2011, minutes.
Alan Douglas seconded the motion and the motion passed 3-0.
Department Reports:
Gary Dawson gave his monthly report.
EMS Director Dan Alvey had commissioners sign a contract for the
new Medical Director Dr. Huhnke, which was approved in the last commissioners meeting.
Highway Superintendent Jerry Heldt presented commissioners with a contract with Mounts Electric,
Inc. The contract is for servicing the stop lights surrounding the Toyota Complex. It is a two year agreement, beginning February 1, 2012. The contract normally runs about $5,000
in expenses and is taken out of the Highway budget. Bob Townsend made a motion to approve the contract. Alan Douglas seconded the motion and the motion passed 3-0.
Old Business:
Alan
Douglas made a motion to waive the third reading of Ordinance 2012-1 The Control and Disposition of Animals in Gibson County, and approve it. Bob Townsend seconded the motion and the
motion passed 3-0.
Ordinance 2012-2 Subdivision Control of Gibson County was presented for a second reading. Craig Kuester had several questions about the ordinance and some concerns.
Bob Townsend made a motion to waive the second reading of the ordinance. Alan Douglas seconded the motion and the motion passed 3-0.
Ordinance 2012-3 Commissioner Districts was presented
for a second reading. Bob Townsend made a motion to waive the second reading. Alan Douglas seconded the motion and the motion passed 3-0.
Sealed bids were opened by Jim McDonald, for
bridge #503(Brumfield Overpass) repair.

Bob Townsend made a motion to take the
bids under advisement. Alan Douglas seconded and the motion passed 3-0.
Peabody Coal representative Dave Yager asked commissioners to accept a release of CR 900E. Bob Townsend made
a motion to accept the release of CR 900E north of Buckskin. Alan Douglas seconded the motion and the motion passed 3-0.
Dave Yager also asked commissioners for an extension of the
road closing for Indian Treaty Road (CR 125S). It probably won’t be ready for release until this spring. Bob Townsend made a motion to allow the extension request. Alan Douglas seconded
the motion and the motion passed 3-0. Dave Yager then presented the Auditor with $5,700.00 for the road closing fee.
Michael Stevenson told commissioners that he would like to propose
an amendment to the Subdivision Control Ordinance 2012-2. The amendment would read;
“B. Review Procedure
Upon receipt of a plat for a Minor Subdivision, the Subdivision Review Committee shall review the plat for a Minor Subdivision, within 15 days, and determine whether
or not the following conditions have been satisfied:”
Alan Douglas made a motion to approve the amendment. Bob Townsend seconded the motion and the motion passed 3-0.
New Business:
Gerald
Bledsoe brought to the attention of the commissioners that the annual contract for the County Engineer was up for renewal. As a contractor, the contract needs renewal annually. The
annual salary for the engineer will be in the amount of $62,000.00. Alan Douglas made a motion to approve the contract. Bob Townsend seconded the motion and the motion passed 3-0.
Gerald
Bledsoe reminded everyone that the next meeting will be at 6:30 P.M. on January 17, 2012.
Mariette House asked commissioners about what they were going to do to clean up the old Emge
Property. Bob Townsend made a motion to have County Attorney Jim McDonald, write a letter to the owners of the property. Alan Douglas seconded the motion and the motion passed 3-0.
Alan
Douglas made a motion to adjourn the meeting. Bob Townsend seconded and the motion passed 3-0.
