Gibson County Board of Commissioners 1-17-2012****************************************************************************** Gibson County Board of Commissioners Regular Session January 17, 2012 ************************************************** **************************** The Gibson County Board of Commissioners met on January 17, 2012, at 6:30 PM at the North Annex Meeting Room. Members Present: Gerald Bledsoe, President, Alan Douglas, VP, Jim McDonald, County Attorney, Kay Vore, Administrative Assistant, and C.T. Montgomery, County Auditor. Bob Townsend was absent because of illness. The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe. Minutes: The minutes from the December 27, 2011 meeting was approved through a motion by Alan Douglas and seconded by Gerald Bledsoe. The motion passed 2-0. Claims: County General: $290,438.97 Courts: $ 2,466.91 Sheriff: $ 36,379.37 Highway: $ 17,752.05 Additional EMS: $ 376.26 Payroll 1-13-2012 $285,957.31 Alan Douglas made a motion to approve the claims. Gerald Bledsoe seconded the motion and the motion passed 2-0. Old Business: The final reading of the Commissioners Ordinance 2012-2 Subdivision Control was conducted with public comment. Alan Douglas made a motion to approve the ordinance and was seconded by Gerald Bledsoe. Motion passed 2-0. The final reading of Commissioners Ordinance 2012-3 Commissioners Districts was conducted and Jim McDonald explained that there was no change to the districts but the State of Indiana needed verification every year. Alan Douglas made a motion to approve the ordinance and Gerald Bledsoe seconded. The motion passed 2-0. The award bid for bridge #503 was tabled because the county engineer was not present and able to comment. EMS – Dan Alvey gave his monthly report and asked for $62,082.52 in write-offs. Alan Douglas made a motion to approve the request and was seconded by Gerald Bledsoe. Motion passed 2-0. New Business: Commissioners received bids for the demolition of 117 E Washington Street, Oakland City, Indiana. Koberstein Contracting, Inc. $114,600.00 D.K Parker Company $ 78,750.00 Alan Douglas made a motion the take the bids under advisement and was seconded by Gerald Bledsoe. Motion carried 2-0. The Economic Development Coalition’s Wiley Zigler presented a request for the county commissioners to sponsor a CFF grant for the building of a fire station for the White River Township Fire Department. The grant requested is $500, 000.00 with a match by the White River Township Fire Department of $72,900.00. Alan Douglas made a motion to sponsor the grant and was seconded by Gerald Bledsoe. Motion carried 2-0. A medical leave was requested by the assessor’s office. Alan Douglas made a motion to approve the medical leave and was seconded by Gerald Bledsoe. Motion carried 2-0. Auditor C.T. Montgomery presented the commissioners with a document to sign to verify there are two covered bridges in Gibson County. The signing allows the county to receive money from the state to help defray some maintenance costs on the upkeep of the bridges. AT & T representative Pepper Mulherin informed the commissioners that the merger with T-Mobile did not occur. She thanked the commissioners for their support of the resolution two months ago. Commissioner Alan Douglas informed everyone that Enterprise Products Partners is going to be crossing Gibson County with an underground liquid gas line which will span 1230 miles. It will go from southwest Pennsylvania through Houston, Texas. They will employ over 4000 temporary and full time jobs. They are in the process of purchasing property and staking of property will begin in 2012. Construction will begin in 2013. Sheriff George Ballard presented the commissioners with an annual medical contract with Gibson General Hospital to treat prisoners. Alan Douglas made a motion to approve the contract and Gerald Bledsoe seconded the motion. The motion passed 2-0. The Sheriff also presented commissioners with two contracts with Jodi Neighbors and Becky Denbo to provide instruction for inmates GED classes for 2012. Alan Douglas made a motion to approve the contracts and Gerald Bledsoe seconded the motion. The motion passed 2-0. The Sheriff then informed commissioners that E911 funding is drying up because of the number of the reduced land line telephones being used in the county. He urged the commissioners to support House Bill 1263 by calling their state representatives and senators. The first reading of Commissioners Ordinance 2012-4 GIS Data Fund was read by Jim McDonald. Alan Douglas made a motion to approve the ordinance and forward to the County Council for approval. Gerald Bledsoe seconded and the motion passed 2-0. The Subdivision Control Ordinance 2012-2 has a Review Committee that consists of the County Assessor, County Surveyor and one appointment each year by the commissioners. Alan Douglas made a motion to appoint John Howe to that position for 2012. Gerald Bledsoe seconded the motion and the motion passed 2-0. Alan Douglas made a motion to adjourn and was seconded by Gerald Bledsoe.
