****************************************************************************** The Gibson County Board of Commissioners met on August 7, 2012, at 8:00 AM at the North Annex Meeting Room.
Members Present: Gerald Bledsoe, President, Alan Douglas, VP, Bob Townsend,
Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T.
Montgomery, County Auditor.
The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe. Gerald Bledsoe asked for a moment of silence in remembrance for Bill Miller who had passed
away this past week.
Minutes: The minutes from July 17, 2012 meeting were read and approved through a motion by
Bob Townsend and seconded by Alan Douglas. Motion passed 3-0.
Claims: County General $277,805.82
Courts $ 9,333.33
Highway $122,806.67
Sheriff $ 51,108.04
Payroll (7-27-2012) $284,596.26 Alan Douglas made a motion to approve the claims and was seconded by Bob Townsend.
Motion passed 3-0.
Department Reports:
Veteran’s representative Barbara Schenks gave her monthly report.
Weights and Measures Gary Dawson gave his monthly report.
Health Department Jennifer Schatz informed the commissioners that they have been giving school immunizations. She will send her written report later.
EMS Dan Alvey presented commissioners with an agreement between Gibson County and
the Gibson County Ambulance Service Employee. The agreement is that the county will pay the
tuition for participation in the Advanced Emergency Medical Technician Course if the employee completes and certifies as an AEMT. If they do not complete or certify, the employee will repay the total costs of tuition within a one year period.
EMA Terry Hedges gave a report on the Oakland City Microburst last Thursday and the
damage it incurred. There was 460-480 single family homes affected, with 6-7 homes destroyed.
He has asked for a grant for $5,000 to purchase radios for the emergency back-up dispatcher
trailer. It is a $2,500 grant that will need to be matched by the county with $2,500. He also informed the commissioners that he had gone to the county council for more part time money.
He is out of money to pay his part time people. He also informed the commissioners that back-
ups of the servers are not occurring and he is meeting with Nomad to address his concerns next
week.
Sheriff George Ballard gave his monthly report. He presented a letter from the Gideons International who have been visiting the jail every Tuesday for 34 years. The Sheriff appreciates
them coming to the jail to minister to the inmates. He also has had requests for them to watch
the amount of traffic on CR 1100W, CR 850W and CR 675S. The Sheriff recommends that
speed limit signs be posted at 30 MPH. Motion: Alan Douglas made a motion to approve the speed limit signs, Action: Approve, Moved by Alan Douglas, VP, Seconded by Bob Townsend, Commissioner.
Motion passed unanimously.
The Sheriff also informed the commissioners about action taken to support the jail with a rented
generator. On the annual inspection of the jails’ generator some antifreeze was found in with the
crankcase oil. To repair the generator a rental had to be placed at the jail in case of an emergency. The repairs have been completed.
Highway Department Jerry Heldt reported action taken to clear roads after the Oakland City
Mircoburst. He also informed the commissioners that three coal mines have contributed their
trucks to assist in the clean-up effort in Oakland City. Gerald Bledsoe made a motion to send a
letter to the three coal companies thanking them for their contributions to Gibson County. Alan Douglas seconded the motion and the motion passed 3-0.
Animal Services sent in a report.
Old Business:
Burn Ban-Gerald Bledsoe informed the commissioners that the Burn Ban will remain in effect until August 21, 2012, and they will look at it again upon the recommendation from the
fire departments.
Resolution 2012-4 Gibson County Grant Procedures. The resolution was presented by
Auditor C.T. Montgomery for the third and final reading. Alan Douglas made a motion to waive
the final reading and Bob Townsend seconded the motion. The motion passed 3-0. Bob Townsend made a motion to approve Resolution 2012-4. Alan Douglas seconded the motion
and the motion passed 3-0.
County Engineer John Umpleby gave a report on Bridge #17 and said it should be complete
by August 24. New Business:
Sheriff Ballard had advertised for bids on their 1994 Intrepid. Sandra Williams was the only one to submit a bid. She submitted a bid of $300. Alan Douglas made a motion to accept
the bid of $300 subject to the payment. Bob Townsend seconded the motion and the motion
passed 3-0.
Peabody Coal representative Dave Yager presented the commissioners with a request for a release of three bonds from 1988. The bonds were on CR525S, CR550S and CR1300E. Peabody had failed to request a release until now. Bob Townsend made a motion to approve the
release of the three bonds. Alan Douglas seconded the motion and the motion passed 3-0.
Dave Yager also requests the termination of the road permit agreement dated February 1, 2005.
They no longer use CR 250S as described in the agreement and a portion of CR 750E as described in the agreement. They request the release of bond number 1015607. Bob Townsend made a motion to approve the request. Alan Douglas seconded the motion and the motion
passed 3-0. Dave Yager presented the document approved for release of CR 900E on January 3,
2012. He asked for signatures. Dave Yager said he had approached the Highway Department
about a permit to exceed weight limits on a 2.25 mile portion of CR 550E, which commences at the intersection with State Highway 64 and runs south 2.25 miles. The permit will be valid for a period of five (5) years. He also asked for the right to exceed weight limits on a portion of
CR675E, which commences at the intersection with CR450S and runs north 1,050 feet, and a
portion of CR45S, which commences at the intersection with CR675E and runs east 5,600 Feet,
more or less. This permit will be valid for a period of five (5) years. Yager will bring a formal written request to the commissioners at a later meeting.
Health Department Jennifer Schatz told commissioners that the rules for reimbursement of
vaccinations changed in February, 2012. She has applied for a pilot program whereby she can
bill insurance companies and Medicare and Medicaid. She requests a letter be sent to Medicare
and Medicaid to show that the county will be responsible for any overpayments. Alan Douglas made a motion to approve the drafting of the letter. Bob Townsend seconded the motion and the motion passed 3-0.
Alan Douglas made a motion to recommend David Sams for appointment on the Oakland
City-Columbia Township Public Library Board. Bob Townsend seconded the motion and the
motion passed 3-0.
James Pollitt expressed his concern of the animal welfare in the animal services building. He is highly distraught over healthy animals having to be euthanized because of lack of
adoptions. He feels the public should be made more aware of the animal’s plight.
Mariette House was disappointed that no commissioner was in attendance of the petition of
the City of Ft. Branch to the Superior court about the ordinance to prevent burning metal in the
old Emge building. Gerald Bledsoe commented that the commissioners are approaching the problem in a different direction and when the information is presented he will inform the commissioners.
Alan Douglas made a motion to adjourn and was seconded by Bob Townsend. Motion passed 3-
0.
