The Gibson County Board of Commissioners met on September 4, 2012, at 8:00 AM at the North Annex Meeting Room.
Members Present: Gerald Bledsoe, President,
Alan Douglas, VP, Bob Townsend, Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the
Flag was recited and led by Gerald Bledsoe.
Minutes: The minutes from August 7, 2012 meeting were read and approved through a motion by Bob Townsend and seconded by Alan Douglas. Motion
passed 3-0.
Claims:
County General $206,006.07
Courts $ 5,203.90
Highway $194,419.17
Sheriff $ 36,640.93
Payroll (9-7-2012) $274,136.36
Alan Douglas made a motion to approve
the claims and was seconded by Bob Townsend. Motion passed 3-0.
Department Reports:
Veteran’s representative Barbara Schenks gave her monthly report.
Weights and Measures Gary Dawson
gave his monthly report.
EMS Director Dan Alvey informed commissioners that he will be having the advanced training for the EMT’s in house with just the cost of the books.
Safety Director
Andy Schafer presented a safety performance record for the past five years starting with 2007 of a little over 7 and our incident occurrence is down to 1.11, with optimal performance
of zero being the goal.
EMA Director Terry Hedges asked commissioners to approve a grant to help pay for upgrading communication equipment. It is a matching grant of $2,500 from Homeland
Security and $2,500 from county commissioners. Bob Townsend made a motion to approve the request. Alan Douglas seconded the motion and the motion passed 3-0.
Sheriff George Ballard
asked for a major medical leave for a correctional officer. Gerald Bledsoe made a motion to approve the request. Alan Douglas seconded the motion and the motion passed 3-0.
Highway
Department Jerry Heldt gave his monthly report.
Gerald Bledsoe said he had met with the Animal Service advocate and has set up a meeting with Brenda Foley and feels something positive
can result.
Old Business:
Alan Douglas made a motion to lift the Burn Ban and Fireworks Ban. Bob Townsend seconded the motion and the motion passed 3-0.
Jim McDonald asked for a motion
to wave the second reading of Ordinance 2012-8 authorizing electronic transmission of statements and other information for property taxes and special assessments. The final reading will
occur on September 18, 2012. Bob Townsend made a motion to wave the second reading of the ordinance. Alan Douglas seconded the motion and the motion passed 3-0.
New Business:
Peabody
Coal Company Dave Yager informed commissioners that they were going to extend the pavement on CR 725 located north of the railroad track (north of HWY 64) to the underground mine entrance.
He also requested the release of bond for portions of CR 850E from CR 50S to CR 125S, CR 50S and CR 725E (bond amount $74,000) that was approved by the commissioners on November 16,
2010 and usage expired on May 15, 2011. Alan Douglas made a motion to approve the release of the bond. Bob Townsend seconded the motion and the motion passed 3-0. Dave Yager also
asked commissioners for approval of an extension of road crossing agreement for three years that include only the crossings at CR 700S and CR 1200E and amend crossing language for the
crossing at CR1200E to allow moving this crossing location up to three times with the first relocation to occur in October 2012. This agreement expires March of 2013 and Peabody proposes
a three year extension. Bob Townsend made a motion to approve the extension request. Dave Yager agreed that final approval of repairs to the road where the crossings are removed will
be made by the Highway Superintendent. Alan Douglas seconded the motion and the motion passed 3-0.
James Carter from Perry County addressed the commissioners and proposed that the commissioners lobby their Association of Counties for State Surplus Money to be divided up among the
counties to help fund their counties infrastructure. He will forward information to the Auditor for distribution.
Alan Douglas made a motion to adjourn. Bob Townsend seconded and the
motion passed 3-0.
