The Gibson County Board of Commissioners met on September 18, 2012, at 6:30 PM at the
North Annex Meeting Room.
Members Present: Gerald Bledsoe, President, Alan Douglas, VP, Bob Townsend,
Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and
C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe.
Minutes: The minutes from September 4, 2012 meeting were read and approved through a
motion by Bob Townsend and seconded by Alan Douglas. Motion passed 3-0.

Alan Douglas made a motion to approve the claims and was seconded by Bob Townsend.
Motion passed 3-0.
Department Reports:
EMS Dan Alvey gave his monthly report and asked for $65,072.09 in Write-Offs. Bob
Townsend made a motion to approve the write-offs. Alan Douglas seconded the motion and
the motion carried 3-0.
Old Business:
Auditor C.T. Montgomery presented Resolution 2012-4, Amendment 1, Gibson County
Grant Procedures for the third reading. C.T. Montgomery explained that the County Council
had asked if there could be an amendment to help speed the process of granting a grant.
Amendment 1 has removed the county council from the approval process except when
matching funds and appropriations are requested. If matching funds or appropriations are
required, the county council will have to be in the approval process before the grant is
approved. All other types of grants can be approved by the commissioners. Alan Douglas
made a motion to approve the resolution. Bob Townsend seconded the motion and the motion
carried 3-0.
Ordinance 2012-8 Authorizing Electronic Transmission of Statements and Other
Information for Property Taxes and Special Assessments was presented to commissioners for
a third reading. Bob Townsend made a motion to wave the third reading and approve the
ordinance and was seconded by Alan Douglas. Motion passed 3-0.
Bob Townsend made a motion to approve the Contract with SRI, Inc. for administration of
the electronic statements and property taxes notifications. Alan Douglas seconded the motion
and the motion passed 3-0.
County Engineer John Umpleby informed the commissioners that Bridge 402 has opened
today.
New Business:
Assessor Juanita Beadle asked commissioners to approve a contract with Worrell
Corporation to print and mail Gibson County 2012 Form 11 to all parcel owners in the county.
The service will cost $10,967.46 and this cost is much less than it would take for in house
employees to do it and allows employees to focus on more important matters. Bob Townsend
made a motion to approve the contract. Alan Douglas seconded the motion and the motion
passed 3-0.
County attorney Jim McDonald opened bids for Bridges 29 and 30. CLR submitted bids
for bridge #29 @ $165,496.00 complete and $157,427.00 with credits. Bridge #30
@$188,856.84 complete and $179,249.97 with credits.
DK Parker submitted bids for bridge #29 @$161,318.00 and bridge #30 @$183,828.00. Bob
Townsend made a motion to take the bids under advisement. Alan Douglas seconded the
motion and the motion passed 3-0.
County attorney Jim McDonald opened bids for paving CR 750S, CR575S, CR600W,
CR800S, Owensville Road, Old Highway 41, CR100W, CR275S and CR1350E. J.H.
Rudolph bid $989,816.00. E & B Paving bid $832,329.10. Dave OMara bid $754,260.50.
Gohman Asphalt bid $1,085,262.50. Bob Townsend made a motion to take the bids under
advisement. Alan Douglas seconded the motion and the motion passed 3-0.
Ambulance bids were opened by Jim McDonald. Fire Service, Inc. bid $97,754.00 for a
new ambulance and $64,470.00 for a remount. Alexis Fire Equipment bid $123,231.00 for a
new ambulance and $91,740.00 for a remount. Bob Townsend made a motion to take the bids
under advisement. Alan Douglas seconded the motion and the motion passed 3-0.
Auditor C.T. Montgomery explained to the commissioners why the Brownfield Grant
money had been awarded. The grant had been given to conduct environmental assessment
activities at the former R & J Refinery site. The state asked for the money to be sent back
because of not using the amount awarded, consisting of $7,350.00. Alan Douglas made a
motion to approve sending the money back to the state. Bob Townsend seconded and the
motion passed 3-0.
The Quilt Trail Committee asked commissioners to mount quilt block designs on the
counties two covered bridges and at the courthouse. Gibson County Visitors and Tourism
commission Executive director Eric Heidenreich said the project goal is to create a trail of the
quilt block designs throughout the county as a tourism attraction. Committee member Paula
Key asked commissioners to paint the Wheeling covered bridge before mounting the quilt
block. Gerald Bledsoe made a motion to approve the request and Alan Douglas seconded the
motion. The motion passed 3-0.
Deputy Brian Ellis informed commissioners that speed limit signs have been requested at
CR 360S and CR 850E. Alan Douglas made a motion to approve the request. Bob Townsend
seconded the motion the motion passed 3-0.
President Gerald Bledsoe informed everyone that the commissioners would address the
request to extend the 2nd Avenue project with available TIF funds on October 2 at 8:00 AM.
Also the first meeting in November will be on November 7, at 8:00 AM.
Bruce Fisher asked why the EDIT budget had went up in funding the Gibson County
Economic Development Commission by $50,000.00. Commissioners informed him that
$50,000.00 was a one-time donation to help speed up the facade renovation. The remaining
$100,000.00, explained Todd Mosby, has been a normal funding issue to help defray
operating costs and salary. Tax payer money amounts to about 30% compared to the total
budget. Funding is requested each year. And the commission believes that the county is
getting a tremendous bang-for-the-buck return on the investment.
Bob Townsend moved to adjourn. Alan Douglas seconded the motion the motion passed 3-0.
