The Gibson County Board of Commissioners met on October 2, 2012, at 8:00 AM at the
North Annex Meeting Room.
Members Present: Gerald Bledsoe, President, Alan Douglas, VP, Bob Townsend,
Commissioner, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor.
Kay Vore, Administrative Assistant was absent.
The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe.
Minutes: The minutes from September 18 and 21, 2012 meetings were read and approved
through a motion by Alan Douglas and seconded by Bob Townsend. Motion passed 3-0.

Bob Townsend made a motion to approve the claims and was seconded by Alan Douglas.
Motion passed 3-0.
Department Reports:
Veterans Representative Barbara Schenks gave her monthly report.
Weights and Measures Gary Dawson gave his monthly report.
Health Department Jennifer Tuley informed the commissioners that they are still giving
flu shots at the health department.
Sheriff George Ballard said he is having all of the police cars inspected.
Highway Superintendent Jerry Heldt said CR 725 has been paved and completed.
Old Business:
City of Princeton asked for a delay vote on the proposal of the CR 100W extension using TIF
funds. Bob Townsend made a motion to table the vote until the November 7 meeting. Gerald
Bledsoe seconded and the motion passed 2-0. Alan Douglas abstained because of conflict of
interest.
New Business:
The Workers Compensation Insurance is up for renewal on November 1, 2012. Old National
Bank Insurance representative John Dyer told commissioners that Eastern Alliance Insurance
has their coverage now. He presented the plan and commissioners will consider the bid.
Larry Johnson told commissioners that none of his underwriters would give a competitive
bid this year, but would like to give a bid next year.
Tobacco Free Gibson County Gwen Siekman informed the commissioners that all the
county buildings were out of compliance on signage for no smoking signs. She is required to
make list of non-compliant buildings and businesses and turn it over to the enforcement
agency.
Attorney Jason Spindler, representing Oakland City, presented the commissioners with
Resolution 2012-8 asking for an abatement of taxes on 258 N. Main Street. This would give
the city an opportunity to apply for a grant to demolish the building. Bob Townsend made a
motion to approve the request. Alan Douglas seconded the motion and the motion passed 3-0.
RESOLUTION NO. .2012-8
GIBSON COUNTY BOARD
OF COMMISSIONERS
ABATING TAXES FOR 258 N. MAIN STREET, OAKLAND CITY,
INDIANA
WHEREAS, the City of Oakland City (hereinafter "City") desires to raze a commercial building
located within City limits, namely a property located at 258 N. Main Street (hereinafter "Property").
WHEREAS, City has the opportunity to apply for a grant that, should it be awarded, would provide
funding for the razing of Property.
WHEREAS, Property is currently owned by Carolyn Robbins and Marsha Sirmans, but City has
arranged for a transfer of ownership, should it receive the aforementioned grant.
WHEREAS, between $8,500 and $9,500 are owed in unpaid property taxes on Property.
Additionally, other liens and encumbrances exist or existed. City has remedied the most sizeable lien, namely
a mortgage foreclosure judgment, and is working to eliminate still existing liens. City expects to have said
liens satisfied or funding in place to satisfy said liens before the grant is awarded.
WHEREAS, City has requested the County of Gibson, State of Indiana, through its Board of
Commissioners, to abate the aforementioned unpaid property taxes conditioned upon City receiving the
aforementioned grant.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
COUNTY OF GIBSON, STATE OF INDIANA, AS FOLLOWS:
1. Gibson County will abate any and all property taxes owed on Property in favor of City, should City
be awarded the grant.
2. If grant is not awarded to City, then the property taxes shall remain in full force and effect.
3. This Resolution shall be in full force and effect from and after its passage and approval.

Auditor C.T. Montgomery presented commissioners with Resolution 2012-7 to establish
the intent to conduct a Commissioners Tax Sale. Alan Douglas made a motion to approve the
resolution and it was seconded by Bob Townsend. Motion passed 3-0.
RESOLUTION 2012-7
A RESOLUTION ESTABLISHING THE INTENT TO CONDUCT A COMMISSIONERS'
SALE TO SELL TAX SALE CERTIFICATES FOR PROPERTIES THAT ARE SEVERELY
DELINQUENT IN PAYMENT OF PROPERTY TAXES.
WHEREAS, there are several properties in Gibson County that are severely delinquent
in the payment of property taxes, having been offered for tax sales and which received no bids
equal to or in excess of minimum sale price. The parcel numbers of those properties being
attached to this resolution as "Exhibit A", and
WHEREAS, there is an assessed value associated with these properties for taxation
purposes, but no taxes are being collected, therefore causing a lower than expected tax
distribution to those taxing units and taxing districts within which the properties are located,
and
WHEREAS, the Gibson County Commissioners desire to have these properties back
on the tax rolls with taxes being collected, and
WHEREAS, IC 6-1.1-24-6, et seq. allows for the County Commissioners to acquire a
lien on those delinquent properties and receive issuance of the tax sale certificates for those
properties, without taking title to the properties, therefore limiting the liability and cost normally
associated with taking title,
NOW, THEREFORE, BE IT RESOLVED by the Gibson County Board of
Commissioners that the County Executive shall acquire liens and receive tax sale certificates of
the properties listed on Exhibit A that are severely delinquent and sell said certificates at a
properly advertised Commissioner Tax Certificate sale.

Mariette House asked commissioners if they had heard from the attorney generals office
concerning the old Emge property. Jim McDonald told her he would send a copy of the letter
the county received.
A concerned citizen asked for flooding relief on CR 950 E between Mackey and Buckskin.
Jerry Heldt will look into the problem.
Bob Townsend made a motion to adjourn and was seconded by Alan Douglas. Motion carried
3-0.
