The Gibson County Board of Commissioners met on November 7, 2012, at 8:00 AM at the North Annex Meeting Room.
Members Present: Gerald Bledsoe, President,
Alan Douglas, VP, Bob Townsend, Commissioner, Jim McDonald, County Attorney, Kay Vore, Administrative Assistant and C.T. Montgomery, County Auditor.
The Pledge of Allegiance to
the Flag was recited and led by Gerald Bledsoe.
Minutes: The minutes from October 16 and 24, 2012 meetings were read and approved through a motion by Bob Townsend and seconded by Alan
Douglas. Motion passed 3-0.
Claims:
County General $108,222.25
Courts $ 12,950.96
Highway $120,242.44
Sheriff $ 52,266.99
Payroll (11-2-2012) $275,714.17
Alan Douglas made
a motion to approve the claims and was seconded by Bob Townsend. Motion passed 3-0.
Department Reports:
Veterans Service representative Barbara Schenks submitted a monthly activity
report.
EMS Director Dan Alvey submitted his monthly report and asked for $46,369.08 in write-offs. Alan Douglas made a motion to approve the write-offs. The motion was seconded
by Bob Townsend. Motion passed 3-0.
EMA Director Terry Hedges gave a report that all storm damage costs have been forwarded to Homeland Security and he expects a reimbursement to
the county of approximately 50%.
Old Business:
Wylie Zeigler informed the commissioners of a $400,000 White River fire station grant application request. Alan Douglas made a motion
to approve the grant request and was seconded by Bob Townsend. Motion passed 3-0.
Bob Townsend made a motion to waive the second reading of the Ordinance 2012-9 establishing minimum
standards for Tattoo Parlors in Gibson County. The third and final reading will be at the next commissioners meeting.
Ordinance 2012-10 establishing fair housing throughout Gibson
County was read by Jim McDonald. Bob Townsend made a motion to waive the second and third reading and approve the ordinance in the interest of speeding up the grant request for the
White River fire station. Alan Douglas seconded the motion and the motion passed 3-0.
Sheriff Ballard submitted a grant request of $10,000.00 from the Indiana Internet Crimes Against
Children Task Force. This has been an ongoing grant since 2009. Alan Douglas made a motion to approve the grant request. Bob Townsend seconded the motion and the motion passed 3-0.
United Minerals Bill Gunn requested an amendment be made in the location of temporary road construction of CR 300S. A map was provided. County Surveyor Michael Stevenson asked that
a legal description also be provided. Alan Douglas made a motion to approve the amendment. Bob Townsend seconded the motion and the motion passed 3-0.
Bill Gunn also requested the
bonds on CR 1225 E, CR 350 S and CR 1250E, be released. Alan Douglas made a motion, upon the approval of Jim McDonald, to approve the releases. Bob Townsend seconded the motion and
the motion passed 3-0.
Highway Department Jerry Heldt asked for commissioners to advertise bids for fuel, stone and culverts, for next year. Bob Townsend made a motion to advertise
these items and award the bids on the last meeting of December, 2012. Alan Douglas seconded the motion and the motion passed 3-0.
The Prosecutor’s office asked for a major medical
leave. Alan Douglas made a motion to approve the request. Bob Townsend seconded the motion and the motion passed 3-0.
Bernardin, Lochmueller and Associates presented the commissioners
with a completed study on the condition of the county’s bridges. A bridge inspection was conducted and the results and recommendations on replacement dates were presented to the commissioners
and highway personnel.
Alan Douglas made a motion to adjourn and was seconded by Bob Townsend. Motion passed 3-0.
