The Gibson County Board of Commissioners met on July 17, 2012, at 6:30 PM at the North Annex Meeting Room.
Roll Call.
Present: Gerald Bledsoe, President, Alan
Douglas, VP, Bob Townsend, Commissioner, Jim McDonald, County Attorney, Kay Vore, Administrative Assistant, C.T. Montgomery, County Auditor.
The Pledge of Allegiance to the Flag was
recited and led by Gerald Bledsoe.
Minutes: The minutes from July 3, 2012 were read and approved through a motion by Bob Townsend and a second by Alan Douglas. Motion passed 3-0.

DEPARTMENT REPORTS:
EMS Dan Alvey gave his monthly report and asked for $51,227.95 in write-offs.
He also told commissioners that at the present time two ambulances are not running and have not found the cause.

Commissioner, Seconded by Alan Douglas, VP.
OLD BUSINESS:
County Auditor C.T. Montgomery presented the commissioners with Resolution 2012-4 Grant Procedures for the second reading. Bob
Townsend made a motion to wave the second reading. Alan Douglas seconded the motion and the motion passed.
Gibson County Coal petitioned to vacate a section CR 725W which starts at 400
S and goes approximately one-half mile northwest. Motion: Motion passed 3-0., Action: Approve, Moved by Bob Townsend, Commissioner, Seconded by Alan Douglas, VP.
A 30 day burn ban and
fireworks ban was requested by Jim Deffendoll who represents all of the fire chiefs in Gibson County. Commissioner Alan Douglas made a motion to approve the request that the burn ban
and fireworks ban go until August 21, 2012. If the need to lift the ban is needed, it will be announced. Bob Townsend seconded and the motion passed 3-0.
Emge Update – Health department
administrator Jennifer Schatz informed the commissioners that she had inspected the property and surrounding property on four (4) different occasions. The last time was with a professional
pest exterminator and in all occasions no rodents were observed or evidence of any rodents was seen in the livestock area of the former Emge property.
Commissioners asked if there were
anyone in attendance who wanted to remonstrate against a reason to vacate CR 50S from CR 950E to I69 Right-of-way. No one voiced any concern. Alan Douglas made a motion to approve
the request. Bob Townsend seconded the motion and the motion passed 3-0.
NEW BUSINESS:
Princeton Mayor Bob Hurst requested funding from TIF funds to extend CR 100W to McCarty Road in
the amount of $568,995.00, which is half of the local match. Bob Townsend moved to table the issue. Gerald Bledsoe seconded the motion. The motion passed 2-0 with Alan Douglas abstaining.
Highway
paving requests were submitted by John Umpleby. Portions of CR 750S, CR 575S, CR 600W, CR 800S, Owensville Road, Old Highway 41 south of Princeton, CR 100W, CR 275S, and CR 1350 E.
Motion: Motion was made to advertise for bids for the paving of mentioned county roads. Motion passed 3-0., Action: Approve, Moved by Bob Townsend, Commissioner, Seconded by Alan Douglas,
VP.
Lola Materna presented the commissioners with Patient Assistance Prescription Cards. The cards can save presenters 51-75% of the cost of prescription drugs. There is no cost to
the county or card holders. Motion: Motion was made to approve the request to place cards in
Auditor's office and is available to anyone, Action: Approve, Moved by Bob Townsend, Commissioner, Seconded by Alan Douglas, VP.
Motion passed unanimously.
John Umpleby informed commissioners
that the annual contract for Weaver Boos Consultants for Services of Landfills No. 1 & No. 2 is up for renewal. The cost is down this year as they are only checking on a quarterly basis
now. The cost for this year’s renewal is $59,900.00. Motion: Motion to renew the annual contract, Action: Approve, Moved by Alan Douglas, VP, Seconded by Bob Townsend, Commissioner.
Motion
passed unanimously.
Sheriff’s Captain Tim Bottoms asked for an employee’s FMLA be approved. Motion: Action: Approve, Moved by Bob Townsend, Commissioner, Seconded by Alan Douglas, VP.
Motion
passed unanimously.
A county resident asked commissioners if she could drive a golf cart on county roads. Since no precedence has been established, commissioners will research this
issue and call her later once some answers have been found.
Motion: Action: Adjourn, Moved by Alan Douglas, VP, Seconded by Bob Townsend, Commissioner.
Motion passed unanimously.
A public
hearing on the Koch Major Subdivision was held by the Gibson County Commissioners. County Surveyor Michael Stevenson and Koch subdivision engineer explained the subdivision. The Subdivision
Review Committee recommends that the Commissioner’s approve the Primary Plat of Koch Major Subdivision contingent upon the Drainage Board and Health Department approving the final configuration
prior to the final plat. They would also recommend that the Commissioner’s require that the language of the Homeowner’s Association agreement be submitted with the final plat. Motion:
Motion to approve the Gibson County Subdivision Review Committees recommendations, Action: Approve, Moved by Bob Townsend, Commissioner, Seconded by Alan Douglas, VP.
Motion passed unanimously.
