County Commissioner Meeting Minutes Document - December 2012 (3) **4*4*************4********4*4***4***4*4***4*4*****4****************444*4**444 Gibson County Board of Commissioners Regular Session December 27, 2012 *4***44.44*4*4***4***4**444*********4*#***4*4***********444****4************4* The Gibson County Board of Commissioners met on December 27, 2012, at 6:30 PM at the North Annex Meeting Room. Members Present: Gerald Bledsoe, President, Alan Douglas, VP, Bob Townsend, Commissioner, Kay yore, Administrative Assistant, Jim McDonald, County Attorney and C.T. Montgomery, County Auditor. The Pledge of Allegiance to the Flag was recited and led by Gerald Bledsoe. Minutes: The minutes from December 4, 2012 and December 11, 2012 meetings were read and approved through a motion by Alan Douglas and seconded by Bob Townsend. Motion passed 3- 0. Claims: County General $218,391.05 Courts $ 10,205.77 Highway $114,833.60 Sheriff $ 46,689.86 Payroll (12-14-2012) $292,738.99 Payroll (12-28-2012) $287,882.45 Alan Douglas made a motion to approve the claims and was seconded by Bob Townsend. Motion passed 3-0. Department Reports: EMS Director Dan Alves, asked commissioners for write-offs in the amount of S74,607.42. Bob Townsend made a motion to approve the request for write-offs. Alan Douglas seconded the motion and the motion passed 3-0. Old Business: C.T. Montgomery opened the ambulance bids. The first bid was from Fire Service, Inc. for a bid $99,164.00 and the second bid was from Rolland Specialty Vehicles and Products, Inc. for the amount of$104,496.00. The bids were taken by Dave Pond for consideration and determination. Highway Superintendent Jerry Heldt recommended the low bid for two tandem axle trucks from Freightliner-Western Star of Evansville, and the only bid for a tractor from Whayne Supply in Evansville. Alan Douglas made a motion to accept the two bids. Bob Townsend seconded the motion and the motion passed 3-0. Highway Superintendent Jerry Heldt asked for approval of the annual 8000# per axle weight limit be put on all county roads to help reduce road destruction. The weight limit would run from the beginning of January through March. Bob Townsend made a motion to approve the request. Alan Douglas seconded the motion and the motion passed 3-0. Highway Superintendent Jerry Heldt reported on the internet surplus equipment bids and said that the county made approximately $60,000 on the sale of some well used equipment. John Howe presented to the commissioners the process the commissioners used to solicit proposals on the VOIP phone system for the county offices. Out of the six responses received the field was narrowed down to two companies that presented proposals. John Howe recommended that the Evansville based BCS proposal of$99,568 be accepted. He also recommended an additional $5,999 be spent to upgrade the wireless intemet capabilities to the Highway department. Alan Douglas made a motion to accept the proposal from BCS (Business Communications Solutions) and also to include the wireless internet upgrade to the Highway Department. Bob Townsend seconded the motion and the motion passed 3-0. Highway Department Superintendent Jerry Heldt recommended that all the stone and gravel bids be accepted. This includes bids from Mulzer Crushed Stone, The Rogers Group, Corydon Stone and Asphalt, and K & K Excavating. He recommended that Indiana Drainage provide the guardrails for the county and CPI Supply provide all of the culverts, pipes and drainage supplies for the year. Asphalt Materials, Inc. submitted the only bid for liquid asphalt and Jerry recommended approval. Bob Townsend made a motion to accept the recommendations from the Highway Superintendent. Alan Douglas seconded the motion and the motion passed 3-0. New Business: Gerald Bledsoe made a presentation of a plaque to Bob Townsend in commemoration of his dedicated service to the county. Gerald extolled high praise on Bob for his dedicated service and representing the county, thanked him for his many hours he spent in furthering the future of the county. Gerald also pointed out that C.T. Montgomery was retiring and commended him for a job well done. Gerald Bledsoe announced that all appointed department heads would keep their present positions. Motion passed 3-0 County Commissioners declared a local disaster emergency in Gibson County on December 26, 2012, at 10:30 AM. It will remain in effect until rescinded by the board of commissioners. Gibson County has been impacted by and immediately threatened by a severe weather event involving blizzard conditions of snow, freezing rain, and heavy winds. Alan Douglas made a motion to approve the declaration and was seconded by Bob Townsend. Motion passed 3-0. County Engineer Jon Umplebv reported that bridges #29 and #30 were opened on December 24; 2012. All signage has not come down yet due to inclement weather. He also informed commissioners that the plans are almost complete for bridge #26. He requested to advertise for bids on bridge #26. Bob Townsend made a motion to advertise for bids on bridge #26. Alan Douglas seconded the motion and the motion passed 3-0. Commissioners received a report on the Highway 65 and Highway 64 junction traffic signal from Jerry Heldt. The nearest completion time is approximately spring 2013. Gerald Bledsoe wants the county to write a letter to the former Emge plant owner and ask his intentions on the destruction of the property building and when it is to occur. He will formerly ask the county attorney during the January 2, 2012 meeting. Sheriff Ballard asked commissioners to approve the medical contracts with the following entities; Gibson General Hospital Dentist John Lawlor Coroner Ambulance (for prisoners) Nurse Ravellette Dr. Quentin Emerson Bob Townsend made a motion to approve the contracts and was seconded by Alan Douglas. Motion passed 3-0. Sheriff Ballard asked commissioners to approve a Corrections Facility Grant for 2013-2015. Alan Douglas made a motion to approve the request. Bob Townsend seconded the motion and the motion passed 3-0. Alan Douglas made a motion to hire the law firm of Ice-Miller to represent the commissioners in the lawsuit filed by Allen Harmon. Bob Townsend seconded the motion and the motion passed 3-0. Andy Schafer presented commissioners with the Americans with Disabilities Act Transition Plan (ADA). The Act applies to all facilities, including both facilities built before and after 1990. As a necessary step to a program access plan to provide accessibility under the ADA, state and local government, public entities or agencies are required to perform self-evaluations of their current facilities, relative to the accessibility requirements of the ADA. The agencies are then required to develop a Program Access Plan; which can be called a Transition Plan; to address any deficiencies. Bob Townsend made a motion to approve the ADA Transition Plan. Alan Douglas seconded the motion and the motion passed 3-0. Alan Douglas made a motion to approve the union contracts as recommended by county attorney Jim McDonald. Bob Townsend seconded the motion and the motion passed 3-0. EMS representative David Pond made recommendation of accepting the ambulance low bid from Fire Services of$99;164.00. Bob Townsend made a motion to accept the bid and was seconded by Alan Douglas. Motion passed 3-0. Alan Douglas made a motion to adjourn and was seconded Bo mend.
