The Gibson County Board of Commissioners met on April 16, 2013, at 6:30 PM at the North
Annex Meeting Room.
Members Present: Gerald Bledsoe, President, Alan Douglas, Vice-President, Steve Bottoms,
Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and
Marilyn Mason filing in for Sherri Smith, County Auditor
The Pledge of Allegiance to the Flag and a moment of silence was observed for the Victims of
the Boston Marathon by Gerald Bledsoe.
Minutes: The minutes from April 2"d, 2013, meeting were read and approved through a motion
by Alan Douglas and seconded by Steve Bottoms. Motion carried 3-0.
Claims:
County General - $132,414.33
Courts - $1.520.80
Highway - $231.473.88
Sheriff- $36,455.08
Payroll —April 5th - $292.230.02
Payroll —April 19th - $283,507.37
Alan Douglas made a motion to approve the claims and was seconded by Steve Bottoms.
Motion carried 3-0.
Department Reports:
EMS—March, 2013 Write offs—$106,066.73. Alan Douglas made a motion to approve the
write offs and seconded by Steve Bottoms. Motion carried 3-0.
Old Business:
Old Somerville School — President Bledsoe had asked County Attorney Jim McDonald to check
into this property regarding ownership. The Health Department will work with the Town of
Somerville and the owner regarding its cleanup.
New Business:
Health Department - Jennifer Tuley advised the Commissioners of a Policy regarding the
education of the West Nile virus versus fogging. She said that the fogging was very expensive
and they weren't sure how effective it was. The West Nile Policy has been signed by Dr.
Brink. Jr. and adopted by the Gibson County Board of Health in conjunction with Veterinarian
Sarah Stewart.
Officer Tim Bottoms presented Proclamation for "National Public Safety Communications
Week" April 14-20th, 2013 to the Commissioners. He went on to explain the hiring, intense
training and certification programs. Gibson County Communication Center receives all calls for
Fire, Medical and Sheriff's Department for Gibson County and we thank them for their service.
President Bledsoe read the Proclamation. Steve Bottoms made a motion to adopt the
Proclamation, seconded by Alan Douglas. Motion carried 3-0.
Officer Bottoms presented a request of the Commissioners to purchase two industrial zero-turn
mowers for the Jail Road Crew. Sheriff Ballard will approach the Council with regard to their
funding and purchase. President Bledsoe and the Commissioners were in favor of the purchase.
Bridge #45 —CR 850 S and 1350 W—County Engineer John Umplebee stated to the
Commissioners that the bridge will need to be replaced because of the extensive fire damage.
The item will be tabled until next meeting for further discussion.
President Bledsoe updated everyone with regards to a joint venture between the Counties Bi-
Centennial and the Barn Quilt Trail. The Festivities scheduled for Friday, April 26th, 10 a.m.
will include tours, refreshments, 200 year mementos, Barn Quilt Trail Maps and Tourism Guides
for Gibson County will be handed out, Gibson Southern High School Choir, brief statements and
the Daughters of the Revolution hope to dress in period appropriate attire.
Gibson County Chamber of Commerce is asking the Commissioners to allow them to host
Golden Heritage Days, September 21�t, 22nd, and 23rd around the Gibson County Courthouse.
This is the 33r year for the Festival. They will again request of INDOT that Main Street be
closed. Steve Bottoms made motion. Alan seconded. Motion carried 3-0.
Option on South Annex—County Attorney Jim McDonald stated the Commissioners have the
option to exercise a 90-day Option to Purchase the building currently housing the Gibson County
Health Department and the Purdue Extension offices. Property lines have been surveyed and
marked. Alan Douglas made a motion to exercise that option, seconded by Steve Bottoms.
Motion carried 3-0.
Enterprise Gas line has notified the Highway Department they have a leaking holding pipeline
and will be closing 250 S Between Hwy. 57 and Railroad track, until Thursday for repairs.
Commissioner Bottoms asked that barricades and Road Closed signs be set.
With no further business, meeting was adjourned with a motion by Alan Douglas, seconded by
Steve Bottoms. Motion carried 3-0.
