The Gibson County Board of Commissioners met on May 7th, 2013, at 8:00 AM at the North
Annex Meeting Room.
Members Present: Gerald Bledsoe, President, Alan Douglas, Vice President, Steve Bottoms,
Commissioner, Kay Vore, Administrative Assistant, Jim McDonald, County Attorney and Sherri
Smith, County Auditor.
The Pledge of Allegiance to the Flag and Welcome was recited and led by Gerald Bledsoe.
Minutes: The minutes from April 16, 2013 meeting was read and approved through a motion by
Alan Douglas and seconded by Steve Bottoms. Motion carried 3-0.
Claims:
County General - $395,477.40
Courts - $6,357.72
Highway- $412,774.75
Sheriff- $45,972.37
Payroll —May 3rd, 2013 - $277,846.08
Alan Douglas made a motion to approve the claims and was seconded by Steve Bottoms.
Motion carried 3-0.
Open Bids for Bridge #234 — located in the Tri-State Speedway area. Bids were received and
opened from B.K. Parker S185,872 and CLR Inc. S179,002. Steve Bottoms made motion for
County Engineer to review bids and recommend contractor, seconded by Alan Douglas. Motion
carried 3-0.
Department Reports:
Highway— Supt. Heldt stated they received two new trucks plus gave his monthly report.
Veterans— Barb Schenks provided information on monthly report.
Weights & Measures— Gary Dawson presented monthly report
Health—No Report.
EMS —No Report.
Safety—No Report.
EMA —Terry Hedges discussed road flooding and potential damage to roads.
Sheriff—reported road crews picking up trash.
Extension— Kathy Boerste transferred to Pike County— Interim Director
Hans Schmitz and he can be reached at the extension office.
Animal Services—No Report.
Old Business:
There was no Old Business discussed.
New Business:
Jim McDonald read a Revision to the "Status Qualifications and Overtime" policy from the
Employee Handbook in regard to Part Time Hours Reduction for Non-Union employees from 40
hours per week to 23.5 hours per week. Steve Bottoms made a motion to accept the Revision to
the "Status Qualifications and Overtime" policy effective June 1, 2013 and seconded by Alan
Douglas. Motion carried 3-0.
Annual Report of Congressional, Common School & Permanent Endowment Fund—Marilyn
Mason, 1s` Deputy addressed the Commissioners with regard to Congressional School Fund, the
semi-annual distribution of interest monies to the Schools, to be approved and State form signed
by the Commissioners. Alan Douglas made a motion to approve the distribution and seconded
by Steve Bottoms. Motion carried 3-0.
Sale of County Voting Machines—Jim McDonald and Beck Woodburn reported that they
received one bid from Election Systems and Software; Greenwood, Indiana in the amount of
$500 to purchase 59 Eagle packs, 43 blue ballot boxes, 40 voting machines. Steve Bottoms
made a motion to accept the bid and seconded by Alan Douglas. Motion carried 3-0.
Becky Woodburn to notify Election Systems and Software of their successful bid.
Major Medical Leaves—(3 from County Highway, 1 from EMS, t from Custodian) Steve
Bottoms made a motion to approve the leaves, seconded by Alan Douglas. Motion carried 3-0.
Sheriff Department
• Final Approval of Grant for Community Corrections - $416,000 over a 2 year period,
effective July 1s`, 2013. Alan Douglas made a motion to approve the continuation of
Community Corrections and the grant, seconded by Steve Bottoms. Motion carried 3-0.
• Proclamation presented for National Correctional Officers Week— May 5`h through
2013 and read by President Gerald Bledsoe. Alan Douglas made motion to approve the
Proclamation, seconded by Steve Bottoms. Motion carried 3-0.
• Proclamation presented for National Law Enforcement Week—May 12th through 18`h,
2013 and read by President Gerald Bledsoe. Harrison Hitch died in the line of duty and
a public ceremony will be held to recognize 100 years since his passing. Also May 15`h,
2013 will be recognized as "National Fallen Officer" Day. Alan Douglas made motion to
approve the Proclamation, seconded by Steve Bottoms. Motion carried 3-0.
• Sherriff Ballard stated that S17,000 would be required for two zero mowers and trailer.
This request will be presented at the next Council Meeting.
• Commissioner Steve Bottoms requested the Sheriff review CR 750 S (dead end) and
reduce the speed limit from 40 to 30 MPH. Sheriff Ballard stated they will contact Mr.
Wright and then the item will need to be on the agenda for next meeting to put into
official minutes so that the speed limit can be enforced.
Countywide Bridge Inspection— Proposals submitted by United Consulting Engineers; Butler,
Fairmann and Seifert; Clark Dykes; Bernardin, Lochmueller and Assoc.; DLZ; R. W. Armstrong;
Dean, Longest, and Neff; USI Consultants. The proposals will have to be scored according to
INDOT specs and Jim McDonald recommended they be turned over to the County Engineer for
review and recommendation. Alan Douglas made a motion to table this item and take under
advisement and seconded by Steve Bottoms. Motion carried 3-0.
Property located at 117 E Washington Street (Freebird Tavern) mostly railroad right of way—
County Attorney Jim McDonald asked the Commissioners for their approval to contact and
notify the adjoining neighbors that this property was for sale. Alan Douglas made a motion to
table until neighbors notified, seconded by Steve Bottoms. Motion carried 3-0.
Mr. Buck Mason addressed the Commissioners in regard to rip rap that was removed from the
bank's edge at this property and wanted to know if the County had plans to replace it. Hwy.
Supt. Jerry Heldt believed that the Town of Oakland City picked it up. County Attorney will
contact the Town of Oakland City with regard to the rip rap.
Health Department Employees made request of the Commissioners in February to recognize
their participation and unionize with the Local 215. Steve Bottoms made a motion to recognize
their Union and recognize the Local 215 as their bargaining unit and seconded by Alan Douglas.
Motion carried 3-0.
Terry Hedges addressed the Commissioners and made them aware of a Proclamation and several
Memorial Services regarding "Fallen Officers Recognition". He also made them aware that
legislation has passed to have the three officer's names from Gibson County placed on the
Bridges on 169 with ceremony to be held on May 14`h, 2013.
County Engineer John Umplebee recommended that CLR be awarded the bid for bridge 234.
Alan Douglas made motion to accept the recommendation and seconded by Steve Bottoms.
Motion carried 3-0.
Ms. House addressed the Commissioners in regard to the Emge Plant. County Attorney Jim
McDonald stated that Mr. Mounts had contacted him on two occasions, he did return his calls but
they have not actually spoken to one another. She asked if the Commissioners knew they could
condemn the building and then clean it up, they responded that they did know this. Ms. House
made several more suggestions and the County Attorney said that the Commissioners would take
them under advisement. She also stated that there were portions of the property for sale.
James Hall - 300 S and 425 W —This is an ongoing problem of the County undercutting the
bank and water does not flow correctly, creates a berm and fills up the ditch. Hwy. Supt. Jerry
Heldt will meet with Mr. Hall and review the situation. He also spoke about a basketball goal on
425 W and a property owner's fence located right up on the County right of way.
Alan stated they will take his requests under advisement and a decision will be made at a future
meeting.
With no further business, Alan Douglas made a motion to adjourn the meeting, seconded by
Steve Bottoms. Motion carried 3-0.
