County Commissioner Minutes - May 2013 (2) ****************************************************************************** Gibson County Board of Commissioners Regular Session May 21st, 2013 ****************************************************************************** The Gibson County Board of Commissioners met on May 2151, 2013, at 6:30 PM at the North Annex Meeting Room. Members Present: Gerald Bledsoe, President, Alan Douglas, Vice President, Steve Bottoms; Commissioner, Jim McDonald, County Attorney and Sherri Smith. County Auditor. The Pledge of Allegiance to the Flag and Welcome was recited and led by Gerald Bledsoe. Minutes: The minutes from the May 7th, 2013 meeting was read and approved through a motion by Alan Douglas and seconded by Steve Bottoms. Motion carried 3-0. Claims: County General $64.635.23 Courts $6,074.64 Highway $68,906.70 Sheriff$58,473.99 Payroll $277,023.17 Steve Bottoms made a motion to approve the claims and was seconded by Alan Douglas. Motion carried 3-0. Old Business: County Bridge Inspections—after review of proposals, County Engineer John Umpleby recommended the Commissioners accept the proposal from United Consulting. Steve Bottoms made motion to use United Consultants for the County Bridge Inspections and it was seconded by Alan Douglas. Motion carried 3-0. Vacant Lot, 117 E Washington Street, Oakland City—County Attorney Jim McDonald stated the Eagles and Fifth Third Bank own adjoining properties and should be given the opportunity to purchase. He also stated that they will advertise this lot in the newspaper if neither adjoining property owner shows interest. This item has been tabled to a future meeting. New Business: Surveyor Michael Stevenson presented his annual Ditch Certification on regulated drains to the Commissioners. The report contains reconstruction, periodic maintenance and vacation classifications for each of the County's regulated drains. Indiana Code sets the guidelines for the County Surveyor to classify each ditch. The report indicates that the County has 346.24 miles of regulated drains. The County Surveyor is allowed to collect $4 per mile of regulated drain per IC 36-2-12-15(c) pending the approval of the ditch certification by the County Commissioners. Alan Douglas made a motion to accept the Surveyor's ditch certification, seconded by Steve Bottoms. Motion carried 3-0. Surveyor went on to say that the State of Indiana will reimburse the County for half of the salary for summer interns this year through the Earn Indiana grant. He had submitted two applications and both of his applications were accepted. The Salaries for these positions are already in his budget. The Surveyor is notifying the Commissioners and will notify the Council as well. Major Medical Leave—Custodian—Alan Douglas made a motion to approve the medical leave, seconded by Steve Bottoms. Motion carried 3-0. Request for TIF Funding— President Gerald Bledsoe has drawn up a TIF Request to resurface CR 550 E between Hwy. 168 and Hwy. 68 in Gibson County. Upon approval by the Commissioners the TIF request will be submitted to the TIF Board in June. Steve Bottoms made a motion to approve the TIF request, seconded by Alan Douglas. Motion carried 3-0. CR 750 S - After review by Sheriff's Department, Officer Tim Bottoms reported that he recommends the speed limit be reduced from 40 MPH to 30 MPH along this 1 mile stretch which is partial blacktop and gravel and measuring only 18' wide in some sections of the road. Alan Douglas made a motion to accept Officer Bottoms' recommendation, seconded by Steve Bottoms. Motion carried 3-0. Fence and right of way located on CR 325 W—County Attorney Jim McDonald asked that Surveyor Michael Stevenson check out the area and see if there is a problem. James Hall requested the Commissioners look into this matter during the May 7th, 2013 meeting. CR 300 S & 450 \V Ditch—James Hall also addressed the Commissioner regarding the ditch and ditch bank. Jerry Heidi said they should be able to fix the problem within a week or two. Playing Basketball on County Road 425 \V— Item has been referred to Sheriff's Department. Panhandling in Gibson County— President Gerald Bledsoe has received complaints regarding the area of the Flying J Truck Stop and 164 ramp. County Attorney Jim McDonald stated he has been working with Sheriffs Dept. and Prosecutor to determine options. Health Department Administrator - Commissioners to accept Jennifer Schatz's resignation and thanked her for her loyal and dedicated service to the community. Alan Douglas made motion, seconded by Steve Bottoms. Motion carried 3-0. Fuel Bids— Highway Superintendent Jerry Heldt stated that fuel bids will be advertised for the 2nd half of 2013. Steve Bottoms made motion to advertise for bids, seconded by Alan Douglas. Motion carried 3-0. Addendum to Union Contract - The Health Dept. employees are asking that the Commissioners recognize the Local 215 as their representative. Steve Bottoms made motion to accept and sign this addendum, seconded by Alan Douglas. Motion carried 3-0. Multi-use Trails —County Attorney Jim McDonald stated that the City of Princeton is looking at the old traction line from Patoka to Princeton, a 60' easement and utilize the right of way. He asked to look into this while cooperating with the City of Princeton. Steve Bottoms made a motion for the County Attorney to look into this matter, seconded by Alan Douglas. Motion carried 3-0. With no further business, Alan Douglas made motion to adjourn, seconded by Steve Bottoms.
