County Commissioner Minutes - June 2013 (2) Gibson County Board of Commissioners Regular Session June 18, 2013 •s.ss•ss•s*s*sss*ss*ss**sss**sass*************ssssss*s*s*s*s*ssss*******sss*s* The Gibson County Board of Commissioners met on June 18, 2013, at 6:30 PM at the North Annex Meeting Room. Members Present: Gerald Bledsoe President, Alan Douglas Vice President, Steve Bottoms Commissioner, Kay Vore Administrative Assistant, Jim McDonald County Attorney and Sherri Smith County Auditor. The Pledge of Allegiance to the Flag and Welcome was recited and led by Gerald Bledsoe. Minutes: The minutes from the June 4th, 2013 meeting were read and approved through a motion by Commissioner Douglas and seconded by Commissioner Bottoms. Motion carried 3-0. Claims: County General - $218,767.84 Courts - $3,158.29 Highway - $58,176.43 Sheriff- $40,018.57 Payroll —June 14, 2013 $282,740.12 plus $375.00 Commissioner Douglas made a motion to approve the claims and was seconded by Commissioner Bottoms. Motion carried 3-0. Department Reports: EMS Monthly Report May Write-offs total $72,424.94. Commissioner Douglas made a motion to approve the write-offs, seconded by Commissioner Bottoms. Motion carried 3-0. Old Business: Ted Wright and Mr. Hurst— Bald Hill Lane—again addressed the Commissioners in regard to the County maintaining Bald Hill Lane or CR 383. After much discussion and reaching an impasse, Commissioner Bottoms and President Bledsoe requested that County Attorney McDonald write an opinion on this matter. This item will be tabled and brought up at a future meeting. New Business: Gasoline & Diesel Bids—County Attorney McDonald opened Bids: • Wabash Valley Service Company— Diesel Premium Off-Road $3.288; Diesel Premium On-Road $3.444; #1 Fuel Oil $3.489 • SynEnergy Partners LLC— Diesel Premium Off-Road $3.269. Premium On-Road $3.429; #1 Fuel Oil $3.559 • Wabash Valley Service Company—Gasoline 89 Octane $3.237; 87 Octane $3.222. • SynEnergy Partners LLC —Gasoline 89 Octane $3.298; 87 Octane $3.198 Commissioners will take the fuel bids under advisement, asking Hwy. Supt. Heldt to review and recommend at the end of this meeting so that bids can be awarded July 1,— December 31, 2013. SRI Inc. —Tax Sale Support Services Addendum —Auditor Smith had forwarded this information to the Commissioners and the County Attorney for review. This company handles all the details and sale on properties with delinquent property taxes. Properties are added to this list when property taxes have not been paid for 3 installments. Past charges for their services were $70 for each property and now they are asking for a $5 increase. With that increase and the $25 that the Treasurer's office charges, there is a total charge of$100 for each property, that is passed onto the Buyers of these delinquent properties. Commissioner Douglas made a motion to approve the increase, seconded by Commissioner Bottoms. Motion carried 3-0. Stop Sign Recommendation— Sheriff Ballard reported that Officer Coomer completed his study at the intersection of CR 650 E and CR 600 S —the Officer's recommendation is that this intersection be made a 4-way stop due to poor visibility. Commissioner Bottoms (originally made the request) made a motion to accept the Sheriffs recommendation of a 4-way stop, seconded by Commissioner Douglas. Motion carried 3-0. County Quilt Block Program— Sheriff Ballard stated they have decided that they should participate in this program as well and described to the Commissioners the approximate location of the Quilt Block at the Sheriff's Department. Sheriff Ballard also reported that the Indiana Dept. of Corrections did renew Gibson County's Grant in the amount of$208,100 aiding the Community Transition Program as well as Community Correction Work Release Program. I69 Corridor—Todd Mosby—Gibson County Economic Development Corporation is happy to announce that he has been working with the County Commissioners on an objective to create a TIF (Tax Increment Finance) District in the Northern most section of I69 to southern tip of 169 within Gibson County and all of the sections in between. Besides meeting amongst themselves, to help define the rules within this TIF District, Todd Mosby and the Commissioners have met with the Oakland City Town Council, the Francisco Town Council, the Somerville Town Council and Mackey as well as the East Gibson School Corporation. The Commissioners are looking at future development for Gibson County in this area. The Commissioners will hold a public meeting prior to meeting with the Gibson County Redevelopment Commission with their request. Todd Mosby stated that, "TAXES will not go up." This TIF District will however allow an increase in assessed value for future infrastructure upgrades and developments specifically located around the interchanges and in between. Also discussed with the increase in assessed value, would be potential water/sewer infrastructure for Somerville and Mackey. He believed that Grants could be found to get into these towns and then individuals would be allowed to decide if they were going to tap into this infrastructure. Landowners still own the land located in the TIF District and no one can tell them what they can or cannot do with their land. The Goal again is for future development and defines what happens along 169 to benefit our Gibson County Communities. Commissioner Bottoms made special note that by law, Oakland City, Somerville and Mackey are not a part of this TIF District. Commissioner Bottoms made a motion to present this request to the Redevelopment Commission and ask them to designate this Economic Development Area along the 169 Corridor as a TIF District, seconded by Commissioner Douglas. Motion carried 3-0. Warrick County School Corporation Limited Use Agreement— Auditor Smith read a letter from the Warrick County School Corporation, Transportation Department—they are requesting certain GIS information that the Warrick County School Corporation could use to help in their bus transportation planning. They have buses entering our county for extra-curricular activities and other purposes and an accurate map of our road system would be of much benefit. WTH is the Sheriff Departments mapping system. Sheriff Ballard was in agreement to allow WCSC access. Commissioner Douglas made a motion to approve their request, seconded by Commissioner Bottoms. Motion carried 3-0. Commissioner Douglas had put out requests for Bids on the Counties Limited Liability Insurance. • Old National Bank Insurance represented by John Dyer started with some of the Highlights and coverage's by One Beacon, who has provided our insurance for the last four years. Coverage for our Property (Specialty Program specifically for Governmental Units) $33,000,000 Blanket covering Buildings, Business, Persons and Property. In addition it includes Earthquake coverage with a $50,000 deductible and limited to $2.000,000 as well as negotiating with reinsurance markets for the excess coverage that we need. General Liability is $1,000,000 per occurrence and $3,000,000 in aggregate, health care and social services coverage at a $1,000,000, employee benefits at $1,000,000-$2,000,000, cemeteries are covered with no deductible, public officials at $1,000,000 per occurrence and $3,000,000 in aggregate with a $25,000 deductible. Law enforcement liability with $1,000,000 per occurrence and $3,000,000 in aggregate with a $25,000 deductible. Excess Liability is $5,000,000 in Umbrella Coverage. Currently there are 90 vehicles insured in their program which covers liability, uninsured motorists, medical payments, comp and collision. The higher the deductible the lower the premium. John Dyer then asked the Commissioners for questions and passed out a Summary Sheet. Yearly premium totals $214,325 with no terrorism and commission. With terrorism it would be $216,643. Commissions are figured at 10% of total premium. • Shepherd Insurance represented by Mr. Bartley and the President of Shepherd Insurance a privately held Insurance Company, explained the Insurance process to the Commissioners. Apex came back to Shepherd Insurance with a$310,000 premium including commissions. Shepherd Insurance feels that the Commissioners should keep One Beacon as their Insurance Company but then hire Shepherd Insurance as their "Agent of Record" to service the account and work closely with Safety Department. They also recommended some increases and decreases to the Policy. Both proposals will be taken under advisement. County Attorney McDonald stated there will need to be a Special Meeting called on June 27th, 8 a.m. in the North Annex to award the Limited Liability Insurance Policy. Commissioner Douglas made the motion to approve Public Notice for the Special Meeting on June 27th, 8 a.m. to award the Insurance Bid, seconded by Commissioner Bottoms. Motion carried 3-0. County Attorney McDonald stated that an Executive Meeting to discuss Personnel Matters will need to be scheduled. It will follow the Special Meeting on June 27, 8:15 a.m. Commissioner Douglas made motion to approve Public notice for the Executive Meeting on June 27th, 8:15 a.m., seconded by Commissioner Bottoms. Motion carried 3-0. Decision on Bids - Hwy. Supt. Heldt recommended the Commissioners accept the fuel bids from Wabash Valley Service Company on the Diesel and Gasoline. Commissioner Douglas made a motion to accept his recommendation, seconded by Commissioner Bottoms. Motion carried 3-0.
