The Gibson County Council met in regular session on September 7, 201 l, at 8:00 AM in the
North Annex Meeting Room.
Members Present: George Ankenbrand, President, Jeremy Overton, VP, D. Craig Pflug, William
McConnell, William George, Tony Wolfe, LeAnn Smith, and C.T. Montgomery, Auditor.
The meeting was called to order with the reciting of the Pledge of Allegiance to the flag.
Cathy Boerste asked for the same raise as the county employees received. Tony Wolfe made a
motion to raise the Line 23-03-10 to $102,080.00. Craig Pflug seconded the motion. The
motion passed 5-2 with George Ankenbrand and LeAnn Smith voting against.
Terry Hedges asked for two full time employees at $28,000.00 and $24,000.000. The state
would reimburse the county one-half of the salary, per year, as well as performance money that
depends on the director's job output would be contributed to the salary. He also said the
employees would even defer payment of the counties benefits for the full time jobs. He said if
the full time jobs would not be considered, he would like a part-time position funded to
$25,000.00. After much discussion, William Geor�e made a motion to hire a full time assistant
director at $25,000.00 per year, with no benefits. Tony Wolfe seconded the motion. The motion
was defeated 2-5 with William George and Tony Wolfe voting for the motion.
With the consensus of the council, the following will be put in the salary ordinance, "All
probationary employees will advance to 92% of their base pay on their anniversary date and all
advancements after that date will occur on 1 January of each year after, until their full base pay
will be achieved."
Dr. Bruce Brink, Jr. addressed the council and said that the health board wanted to raise the
salary of their nurses up to a more professional competitive level. Jeremy Overton made a
motion to raise the line Ol-Ol-20 in fund 807, to $20,215.00. Tony Wolfe seconded. Motion
passed 6-1 with George Ankenbrand voting against the raise.
Jeremy Overton made a motion to raise line Ol-Ol-15, in fund 0801, to $37,500.00. Craig Pflug
seconded the motion. The motion passed 6-1 with George Ankenbrand voting against the raise.
Also line Ol-Ol-20, in fund 0801, was changed to $16,380.00.
The council reviewed all of the non-binding budgets from the townships and cities.
Recommendations were made and written on the reports. The Auditor will mail these
recommendations to the units for their consideration.
The binding report on the Owensville-Montgomery TWP Fire District was approved and signed.
William McConnell made a motion to put the following in the salary ordinance, "Any transfers
in the personnel series will first need to get approval from the County Council." Tony Wolfe
seconded the motion and the motion passed 7-0.
Crai� Pflug made a motion to put a part-time line in Ol-Ol-46, personal services, with the
amount of $12,500.00. This will include any benefits that will need to be used. Tony Wolfe
seconded the motion. The motion passed 5-2 with George Ankenbrand and LeAnn Smith voting
against.
The council agreed to raise the part-time employees pay to $10 per hour. The salary ordinance
will reflect the part-time pay exemptions.
Craig Pflug made a motion to adjourn and Jeremy Overton seconded. Motion passed 7-0.
