The Gibson County Council met in regular session on May 10, 201 l, at 9:00 AM in the North
Annex Meeting Room.
Members Present: George Ankenbrand, President, Jeremy Overton, VP, D. Craig Pflug, William
McConnell, Tony Wolfe, William George, and Leann Smith.
The meeting was called to order with all present standing and reciting the Pledge of Allegiance
to the Flag.
Minutes: The minutes of the previous meeting, April 12, 201 l, were tabled because not everyone
had read them and minutes were incomplete. Tony Wolfe made the motion to table and Jeremy
Overton seconded and motion passed 7-0.
De�artment Re�orts:
EMS: Dan Alvev gave his end of month report for April, 201 l. He also addressed the need for
the Ambulance Service to convert to "Narrow Banding Radios" before January l, 2013. The
estimated cost will amount to $7,840.00.
Health Board: Health Officer, Dr. Bruce Brink, Jr., addressed the Council and said the Health
Board recommended that the salary ordinance be revised to reflect the Part Time Food Service
Sanitarian pay to be raised from $9.00 per hour to $12.60 per hour. He would like this pay to
start effective May 2, 201 l. He would also like to pay Bill Tulev, the new Food Service
Sanitarian, $9.00 per hour from Apri125-30, 201 l. The Health Board also recommended the
salary ordinance be changed to reflect a change in title from Public Health Nurse Supervisor to
Public Health Nurse Administrator and the pay to increase to 100% from $31,732.00 to $35,392.
Tony Wolfe made a motion to approve the recommendation from the health board to increase the
part time salary for the Food Service Sanitarian from $9.00 per hour to $12.60 per hour. Money
will come from Fund 0801 and 0807, Food Service Sanitarian lines. William McConnell
seconded the motion and the motion passed 7-0. Jeremy Overton made a motion to approve the
recommendation for the Public Health Nurse Supervisor title to be changed to Public Health
Nurse Administrator and to receive 100% pay which will be $35,392.00 per year and be effective
May 2, 2011. William George seconded and motion passed 7-0.
Gibson County Prosecutor Rob Krie� Requested $6,000.00 be taken out of the Prosecuting
Attorney Deferral User Fee and be placed in its own Part Time Line in the Prosecuting Attorney
Deferral User Fee (Personal Services). He would like to pay a college student this summer to
scan documents into the computer. He would pay them $9.00 per hour and work about 20-25
hours per week He had budgeted $40,000.00 for the project and he has presently only spent
$30,000.00. Jeremy Overton made a motion to advertise the appropriation request to move
money from Fund 0505-01-04-01(Office Machines) to the new Part Time Line, (Personal
Services). Tony Wolfe seconded the motion and motion passed 7-0. The Prosecutor also asked
the council to approve the payment of the student loan of the new Deputy Prosecutor Abigail
Cox, out of the N-D Incentive money, as they have for other deputy prosecutors in the past.
Tony Wolfe made a motion to approve the request and LeAnn Smith seconded the motion.
Motion passed 7-0.
Sheriff: Sheriff Ballard announced to the council that the Sheriff Department was sponsoring its
6�h Annual Blood Drive this Friday, May 13, 2011.
Extension: Agent Cathy Boerste says they are still helping people with flood issues.
EMA: Terry Hedges told council members that when the Declaration is issued, the county could
receive 75-100% reimbursement of expenses (Highway replacement, replacement of gravel on
roads, ditch repair, highway employee, sheriff deputies, etc.) incurred due to flood support.
County Clerk First Deputy Beth Mayfield asked the council to approve a transfer of $602.00
from appropriation 22-03-60, Computer Maintenance, to appropriation 22-04-22, Election
Equipment. Jeremy Overton made that a motion and it was seconded by Craig Pflug. Motion
passed 7-0.
County Surveyor: Michael Stevenson informed the council that he has hired a part time
employee to help this summer doing various duties. He is a student at Vincennes University and
his name is Scott Martin. Tony Wolfe made a motion to approve the hiring and Craig Pflug
seconded. Motion passed 7-0.
EMS: Dan Alvev recommended Arica Cole move from the Secretary position to the Clerk-Chief
Deputy position. She has completed her necessary training. Jeremy Overton made a motion to
approve the move from Secretary, at a salary of $29,114.00, to Clerk-Chief Deputy, at a salary of
$29,912.00. Craig Pflug seconded the motion and motion passed 7-0.
EMS: The arbitration case was tabled because all information on the case was not available.
Economic Redevelo�ment Commission A�ointment: Ken Beckerman's name was withdrawn
because he declined the appointment. Bruce Fisher was nominated to fill the appointed position.
No other nominees were submitted and nominations were closed. William McConnell made a
motion to approve the nomination of Bruce Fisher and LeAnn Smith seconded. Motion passed
7-0.
Health De�artment: Bio-Terrorism overtime was discussed and was tabled until a blanket motion
can be made at the end of the meeting.
Jeremy Overton commented that during the next budget discussions, he will suggest that a HR
person be hired. This position would help with personnel issues and help keep the county out of
personnel problems.
Attorney Fees: During the county council meeting in March the council appropriated $500.00 to
the attorney fees line 0247-01-01-15 to pay for some legal fees. When the bill come in it
amounted to $510.00. More money needs to be appropriated to take care of the deficit on that
line. Discussion was had about future attorney fees. Tony Wolfe made a motion to place
$10,000.00 in budget line 0247-01-01-15. William McConnell seconded and motion passed 7-0.
Circuit Court: Jud�e Meade requests an additional appropriation for 0517-03-03-74, entitled
Probation Drug Testing, for the amount of $13,500.00. Jeremy Overton made a motion to
approve the request and William George seconded the motion. The motion passed 7-0.
Levy Excess Fund: Auditor C.T. Mont�omerX reported that the 9210 Levy Excess Fund had
$96,186.92 available. Jeremy Overton made a motion to place the money into the Rainy Day
Fund. Craig Pflug seconded the motion and motion passed 7-0.
Auditor: C.T. Mont�omerX informed the council that in the spring of last year the council had to
borrow $1.2 million dollars from the Rainy Day fund to get through to June Settlement. This
year we are asking for only $200k to get through to June Settlement. Tony Wolfe made a motion
to approve the use of Rainy Day funds up to $400k for claims and payroll. Jeremy Overton
seconded the motion and the motion passed 7-0.
Jeremy Overton formed a motion to include several salary ordinance amendments. The first was
to add language that says the Part Time Food Service Sanitarian will receive $12.60 per hour up
to 1300 hours per year. The second was to rename a title of the Public Health Nurse Supervisor
to Public Health Nurse Administrator. The third was to create a Part Time line under the
Prosecuting Attorney Deferral User Fee and fund it with $6000.00. The fourth was to create a
new line item (Overtime) in the Bio-Terrorism 0808 Fund which will begin with $10,000.00.
LeAnn Smith seconded the motion and motion passed 7-0.
William McConnell, last month, challenged the notion, based on the recommendation by the
Indiana State Board of Accounts report, that the redevelopment commission can spend TIF
revenue without permission from the county council. He challenged C.T. Montgomery, the
Gibson County Auditor, not to write any checks for the redevelopment commission involving
TIF revenue. Gibson County Board President Bob Townsend said TIF revenue is held in a trust,
not the county general fund, and the auditor is not associated with it. William McConnell
referred to TIF funds in the county that were spent by commissioners in the past without the
council's approval, but Bob Townsend said the money was a reimbursement for Economic
Development Income Tax money spent on TIF district projects. Commissioners do have control
of the county's share of EDIT revenue. Bob Townsend said audit reports made no adverse
finding about how the money was used.
Crai� Pflug commented that during next months meeting, he will discuss creating a cumulative
fund and will have a proposal on the 911 tax levy.
Jeremy Overton made a motion to adjourn and was seconded by Craig Pflug. Motion passed 7-0.
