County Council Meeting Minutes Document - February 2011************************************************************* Gibson County Council Regular Session February 8, 2011 ************************************************************* The Gibson County Council met in regular session on February 8, 2011 at 9 AM in the North Annex Meeting Room. Members Present: George Ankenbrand, President, ]eremy Overton, D. Craig Pflug, Tony Wolfe, William McConnell, William George and Leann Smith. The meeting was called to order with all present standing and reciting the Pledge of Allegiance to the flag. Minutes: The minutes of the previous meeting, ]anuary 18, 2011 were approved with a motion from William George and seconded by Craig Pflug. Passed 7-0. Department Reports: EMS Director, Dan Alvev gave a monthly report and asked for $34,553.14 in write offs. Safetv: Andy Schafer asked the council to change department fund 31-01-17 from overtime to overtime/part time. This would allow him to hire part time help and pay them from that fund line. ]eremy Overton moved to amend the fund line to change to overtime/part time. Bill McConnell seconded and motion passed 7-0. Andy further reported that the Asbestos Abatement was going slower than they expected but they are progressing pretty well. An air test was done at the north annex and everything came back positive. Sheriff: Sheriff Ballard reported he had 136 in jail and 30 on work release and home detention. He reported he had a leak in the roof at the jail and it cost $500 to repair it. Since then there have been three more leaks at the jail and Andy Schafer has fixed them all. The Sheriff commended Andy on a job well done. EMA: Terry Hedges reported that he received a memo from the Public Assistance Director of the Homeland Security Division that the Secretary of Agriculture has declared a national disaster for the Gibson County area and the county is eligible for federal assistance due to the drought. Recorder: Debbie Wethington requested to transfer $15,000.00 from the perpetuations fund to fund part time help. $36,224.84 is in the fund presently and about $5,000.00 is put into the fund through fees a month. ]eremy Overton moved to table the request until he could check with a union representative about the ramifications of this action. Tony Wolfe seconded and passed 7-0. Salary Amendment: Tony Wolfe made a motion to approve the salary amendment of 18 ]anuary, 2011 to include the courthouse and annex overtime/part time amendment. Bill McConnell seconded and passed 7-0. Commissioner Bob Townsend requested $60,000.00 from the Rainy Day fund for landfill water and methane monitoring. IDEM has put the mandate on the county and this money will help offset the $74,000.00 it will take to do the present contract. Craig Pflug moved to approve the request and ]eremy Overton seconded. The motion passed 7-0. Treasurer: Mary Key approached council to get approval of a new first deputy due to the retirement of the old first deputy. Tony Wolfe made a motion to approve the hiring but at 90% of salary. Bill McConnell seconded and passed 7-0. William Georqe brought up the issue the Sheriff had from last month on the approval of promoting two deputies to Sergeant. William George made a motion to approve the request. Tony Wolfe seconded. Motion passed with 4-3 vote. A salary amendment will have to be voted on next month to approve the additional pay. Tony Wolfe has been investigating dormant fund balances and reported on them during the meeting. The Auditor will be investigating whether certain funds can go back into the general fund. Dan Alvev informed the council that his chief administrator, ]udy Adams, is resigning and he is not asking to replace her. He is asking to pay her part time to train the new administrator who is in house now, Arica Cole. Dan Alvev also asked to be able to upgrade someone who has went to school to better themselves and that person is now a qualified paramedic. He is asking to rearrange his workforce. Tony Wolfe made a motion to adjourn and it was seconded by ]eremy Overton. Motion passed 7-0. George Ankenbrand, President D.
