Gibson County Council Minutes 1-17-2012 ****************************************************************************** Gibson County Council Regular Session January 17, 2012 ****************************************************************************** The Gibson County Council met in regular session on January 17, 2012, at 9:00 AM in the North Annex Meeting Room. Members Present: George Ankenbrand, President, Jeremy Overton, VP, D. Craig Pflug, Bill McConnell, Tony Wolfe, W.W. George, LeAnn Smith and C.T. Montgomery, Auditor. The meeting was called to order and everyone recited the Pledge of Allegiance to the flag. George Ankenbrand opened the floor for nomination for the position of County Council President. Tony Wolfe made a nomination of Jeremy Overton for president and moved that the nominations be closed and approved by acclamation. Bill McConnell seconded the motion. The motion passed with a vote of 7-0. Bill McConnell informed the council that he supports a monetary stipend for the position of President of the County Council and recommends that the council consider funding for that position at the next budget hearing. George Ankenbrand opened the floor for nominations for Vice President of the County Council. Bill McConnell nominated LeAnn Smith for vice president and moved that nominations be closed and voted on by acclamation. George Ankenbrand seconded the motion and the motion passed 7-0. Minutes: William George made a motion to approve the December 20, 2011, minutes. Craig Pflug seconded the motion and the motion passed 7-0. Department Reports: EMS - Dan Alvey gave his monthly report and informed the council that additional costs for repair are occurring earlier than expected and he has scheduled a remount this year. Sheriff – George Ballard addressed the $11.00 per hour paid part-time employees in the salary ordinance. He requests that the part time Communications Officers, part time Matrons, part time Corrections Officers and part time Office Personnel be paid at the rate of $10.00 per hour. The amended salary ordinance will be presented to the council at the next meeting. He also informed the council that the sheriff budget returned $105,367.75 back to the General Fund. The Sheriff also expounded on the lack of money coming into the county for the 911 Fund, due to several issues and supports a current House Bill 1263 that will help offset the present problems with the lack of funds. Auditor - C.T. Montgomery asked the council which fund to take $75,000.00 out of to fund the EMS Operations line and the General Drainage Fund of $25,000.00. This had been discussed at the budget hearings but needed cleared up. Tony Wolfe made a motion to take the money out of the Riverboat fund. Craig Pflug seconded the motion and the motion passed 7-0. Health Department – Jennifer Schatz asked for approval of appropriation of funds for 8108 Pandemic Flu Fund. 8108-03-01-13 Advertising $ 210.00 8108-04-04-10 Equipment $ 370.00 8108-02-01-10 Supplies $ 2,166.00 $ 2,746.00 George Ankenbrand made a motion to approve the new advertising line and the appropriation. Tony Wolfe seconded the motion and the motion passed 7-0. The Commissioners asked for an additional appropriation of $950K out of surplus funds for the Cumulative Bridge Fund (1135) to line item 1135-01-03-91 Other Contractual Services. This is to cover the expenses for the Brumfield overpass bridge. The council approved the advertisement of the appropriation in the papers. New Business: Surveyor – Michael Stevenson asked the council to appropriate $10,000.00 out of the Section Corner Perpetuation Fund. Tony Wolfe made a motion to approve the request. Bill McConnell seconded the motion and the motion passed 7-0. Council president Jeremy Overton asked if there were any changes to the present County Council Appointments. Tony Wolfe made a motion to approve the council appointments as they are presently recorded. George Ankenbrand seconded the motion and the motion passed 7-0.
